Landscape Assembly Westphalia-Lippe
The Landscape Assembly Westphalia-Lippe (unofficially Westphalia Parliament ) is the association assembly of the higher municipal association Landschaftsverband Westfalen-Lippe .
The landscape assembly is in the tradition of the Provincial Parliament of Westphalia .
Members of the landscape assembly are elected representatives of the association members, i.e. the districts and independent cities. As a rule, these are representatives of the political parties, the free electoral communities or groups otherwise represented in the municipalities. The number of seats is based on the results of the last local elections . Not only members of the district councils and city councils, but also civil servants and other employees of the member municipalities are eligible. Within the landscape assembly, the assembly members form factions .
The chairman of the landscape assembly is Dieter Gebhard ( SPD ).
The task of the landscape assembly is to decide on fundamental issues and to approve the budget of the landscape association. The assembly forms special committees for the various areas of responsibility of the association. The plenum usually meets twice a year in public in the building of the landscape association in Münster. It elects the landscape committee, the state director and the state councils.
Since the Regional Association of Westphalia-Lippe, unlike the state of North Rhine-Westphalia, has no state quality, it has no legislature . Rather, the landscape assembly is part of the executive . The venue is the State House of Münster .

THE LEFT. and AfD have fewer than 4 seats, which are necessary to form a parliamentary group. Therefore, its members only form groups with limited rights.
Before 2010 the CDU and SPD formed a coalition. From 2010 to 2014, the SPD, Greens and FDP / FW signed a so-called “design majority”. Since 2014, the CDU and SPD have again formed a coalition.
Dieter Gebhard (SPD) has been the chairman of the landscape assembly since the beginning of 2010. The parliamentary group chairmen are Eva Irrgang (CDU), Holm Sternbacher (SPD), Martina Müller and Karen Haltaufderheide (Greens), Arne Hermann Stopsack (FDP / FW) and Petra Tautorat and Sven Sladek (Pirates / WfW). The group's speakers are Barbara Schmidt and Rolf Kohn (Die Linke) and Rainer Peitz (AfD). The landscape assembly of the 14th electoral period was constituted on September 18, 2014.
In May 2015, the spokesman for the AfD group left the AfD. This means that the AfD group only has 2 members of the landscape assembly. A few days later the FDP / FW parliamentary group decided to join. Later he also joined the FDP as a party.
In October 2018, one member left the Green Group. It still belonged to the landscape assembly as a non-attached party.
In December 2018, two members left the Die Linke parliamentary group. They still belonged to the landscape assembly as non-attached. This means that the parliamentary group no longer has the necessary number of 4 members. The remaining members then founded the group Die Linke, which thus has 3 members.
In January 2019, the two former leftists joined forces with the two pirates to form the new parliamentary group "LWL-Piraten / We for Westphalia".
The non-attached - formerly Greens - member died in June 2019. His successor belongs to the Green Group again.

After the repetition of the local elections in Dortmund on August 26, 2012, the distribution of seats in the association assembly was recalculated.
