Johannes Paul (called Hans) Schikora (born June 12, 1912 in Orzegow , † March 22, 2005 in Oberwesel ) was a German politician ( SRP , DRP ).

Life

Schikora attended elementary school from 1918 to 1926 and trained as a baker and pastry chef from 1926 to 1929. In 1932 he became a professional soldier and did military service in the Second World War, most recently with the rank of sergeant major.

Schikora was an independent baker and café owner from 1947 to 1950. In 1952 he became a financial employee in St. Goar and from 1952 to 1953 he was employed by the Ingelheim district court. He was then unemployed until he became a sales representative in the pharmaceutical industry in 1963.

politics

In 1950, Schikora joined the Socialist Reich Party and remained a member of this openly National Socialist party until the party was banned in 1952. In 1951 he became SRP district chairman St. Goar and in 1952 SRP district chairman Rhineland.

After the ban, he became a member of the German Community , then the WAV . In 1956 he became a member of the DRP Rhineland-Palatinate . From 1956 to 1958 he was deputy state chairman and from 1958 until the state association was banned in 1960 he was state chairman of the DRP.

In the state elections in Rhineland-Palatinate in 1959 , the DRP received 5.1% of the vote and thus just exceeded the five percent hurdle. Due to the regional key electoral procedure , she only entered the Rhineland-Palatinate state parliament with one member (Hans Schikora) .

The scandal in the state parliament

On January 12, 1960 there was a scandal in the state parliament when Prime Minister Peter Altmeier sharply attacked Schikora as part of a government declaration . He quoted statements from Schikora that he should have met at a conference of officials of the DRP in Rockenhausen: "Democracy is an attack on every human moral feeling.", "Democracy is the reservoir of all kitschy ideas of our century.", "Democracy is the epitome of all ideological hypocrisy. "and" Democracy is the manger's manger. "

The government declaration was approved by the 99 democratic members of the state parliament, including the democratic opposition. The young MP Helmut Kohl spoke on behalf of the CDU and received broad applause in the plenary for his demand “to mobilize the decent attitudes of our fellow citizens”.

At Schikora's request, the Koblenz district court issued an injunction four days later, according to which Altmaier had to refrain from making these statements. The parliamentary groups of the CDU, SPD and FDP criticized the judgment heavily. Already a week later, after the quotations had proven to be correct, the verdict was mainly passed for Altmeier.

On January 28, 1960, Interior Minister August Wolters (CDU) declared the regional association of the DRP as a banned successor organization to the SRP, which was banned by the Federal Constitutional Court. Shikora remained a non-attached MP until the end of the term.

The DRP “Reichsleitung” reacted to the ban with the removal of Schikora as state chairman and the appointment of his deputy Kurt Blinn as state chairman.
