Heather compromise

As Heath compromise a 1997 agreement reached between the country Saxony-Anhalt and the Federal Republic of Germany on the future use of the Colbitz-Letzlinger Heide referred.

Starting position

The Colbitz-Letzlinger-Heide is a large, sparsely populated area in the north of Saxony-Anhalt. The area has been used as a military training area since the 1930s, initially by the Wehrmacht and, after the end of World War II, by the Soviet Army . With the German reunification in 1990 and the later withdrawal of the troops of the Commonwealth of Independent States , the question of the future use of the area arose. The CDU / FDP- led federal government intended to take over the military training area by the Bundeswehr and to continue its military use. In state politics, this position was supported by large parts of the CDU and FDP. In parts of the population there was a desire for an exclusively civil use. This position was advocated by Bündnis 90 / Die Grünen , SPD and PDS .

In 1994 a minority government composed of the SPD and Alliance 90 / The Greens ( Magdeburg model ), tolerated by the PDS, replaced the previous CDU / FDP state government.

Compromise

The dispute between the state and the federal government and the various political camps about the future use of the Colbitz-Letzlinger Heide should then be settled with the Heide Compromise.

In 1997 the Minister of the Interior of Saxony-Anhalt and the Federal Minister of Defense agreed that the southern part of the Colbitz-Letzlinger Heide would be converted to civil use by 2006 and that there would no longer be any military use there.

Modification of the agreement

In 1998, Bündnis 90 / Die Grünen failed to re-enter the state parliament of Saxony-Anhalt . In 2002 the SPD / PDS coalition, which had ruled since 1998, was replaced by a CDU / FDP government.

The new government then deviated significantly from the original compromise. In November 2003, the state government and the majority of the Saxony-Anhalt state parliament spoke out in favor of continuing military use beyond 2006. In 2004, the Minister of the Interior of Saxony-Anhalt, Klaus Jeziorsky (CDU) , signed an agreement in Magdeburg that changed the compromise. Thereafter, the southern part also remains in the property of the federal government for permanent military use. The road leading through the area from Colbitz to Hütten remains free for public transport. In times when there is no practice, the southern part may be entered on the specified paths.

As a justification, the Minister of the Interior cited that the neighboring municipalities would have wished for military use to be continued from an economic point of view.

Bündnis 90 / Die Grünen, PDS and a citizens' initiative Offene Heide , advocating civilian use, protested against the deviation from the compromise that had been found.

The Bundeswehr uses the area as a combat training center Altmark and operates the combat training center near Letzlingen .
