Samdech Heng Samrin (born May 25, 1934 in Kak, Prey Veng ) is a Cambodian politician and has been President of the National Assembly since 2006.

Heng was born the son of poor farmers - either in Prey Veng Province or Kampong Cham Province, according to various accounts . In 1959 he joined the Communist Party and the Khmer Rouge under Pol Pot . First he was battalion commander of the guerrilla army, then from 1976 to 1978 political advisor to the 4th Division in the east of Democratic Kampuchea . Due to the general suspicion of Pol Pot against all cadres on the eastern border, deal with VietnamHe fled to Vietnam in May 1978 together with the officer Chea Sim .

Together with other Cambodian dissidents, he founded the Kampuchean United Front for National Salvation while in exile in Vietnam . In December 1978, Vietnamese and Heng's exiled Cambodian troops marched into Cambodia and within two weeks liberated most of the country from the rule of the Khmer Rouge, including the deserted capital Phnom Penh . In January 1979 the Vietnamese installed Heng as chairman of the People's Revolutionary Council of the new People's Republic of Kampuchea , and later as its president, a post that he held until 1991, although his political importance declined sharply from 1985 under Prime Minister Hun Sen.

In 1981, Heng became General Secretary of the Cambodian People's Party (CPP). However, he remained in the party without a personal power base and was replaced by Chea Sim in 1991.

Heng became Vice President of the National Assembly in 1998 and succeeded Prince Norodom Ranariddh as President of the National Assembly in May 2006 .

In July 2009, Heng received an Honorary Doctorate from Jeonju University in South Korea .
