He was head of the Bad Münstereifel Forestry Office , which, among other things , looked after the forest areas of the Kommern open-air museum . The focus was on running the museum with a focus on coppice forest and shipbuilding - that is, old forest management techniques. Until 1995 Walter worked at the Higher Forest Authority of the Rhineland, where he was in charge of the wood sales, forest work , machinery and road construction department.

In 2001 he was appointed head of the Schleiden State Forestry Office . In this role, he and his team played a key role in promoting the establishment of the Eifel National Park over a period of almost three years. The fact that the establishment of the national park went without any major complications earned him and the forest administration a great deal of respect. Since January 2004, Walter has headed the Eifel National Park Forestry Office and thus the National Park Administration as chief forestry director.
