Herbert Neseker

Herbert Neseker (born March 12, 1929 in Münster ; † January 7, 2015 in Lienen ) was a German lawyer . From 1979 to 1991 he was director of the Regional Association of Westphalia-Lippe (LWL).

Neseker studied law, after completing his legal clerkship, he joined the Westphalia-Lippe Regional Association as a lawyer in 1958 . On May 1, 1966, he was appointed regional councilor for the social welfare and special schools departments. In 1971 Neseker switched to state politics and became ministerial director in the Ministry of Labor, Health and Social Affairs of North Rhine-Westphalia . Three years later he was elected by LWL to the regional council of the main and personnel department and returned to Münster on April 1, 1974. On April 1, 1979, after being elected by the landscape assembly, he was appointed director of the landscape association to succeed Walter Hoffmann . He held this office until March 31, 1991, when Manfred Scholle was his successor . During his activity as director of the regional association, he was particularly committed to promoting regional identity. In the social field, he was committed to the introduction of long-term care insurance and the reform of psychiatry , which at this time moved away from the previous institutional system. A decentralized, regionally anchored psychiatric care was created, which consists of inpatient, partial inpatient and outpatient elements. The new concept was tailored more closely to the individual needs of patients, thus laying important foundations for the integration of the disabled. During Neseker's tenure, the Natural History Museum of the Landscape Association in Münster and the Industrial Museum with eight locations were created.

Neseker represented the landscape association in numerous committees and important investment companies. Herbert Neseker was chairman of the Westphalian Heimatbund for twelve years, later honorary chairman. From 1993 to 2002 he was President of the NRW Foundation for Nature Conservation, Heritage and Culture. For his services, Neseker received the North Rhine-Westphalia State Order in 1991 , the Paulus Plaque from the city of Münster and in 2001 the Great Federal Cross of Merit .
