Heribert Scharrenbroich (born March 8, 1940 in Cologne ) is a German politician ( CDU ) and chairman of the board of trustees of CARE Germany .

Professional career

Scharrenbroich did his Abitur in 1961 in Linz am Rhein and studied economics in Cologne. He completed his studies with a degree in economics. 1968–1972 Scharrenbroich worked as a sociopolitical advisor and editor in charge of the magazine Sozialeordnung , the organ of the Christian Democratic Workers' Union in Germany (CDA) . From 1973 he worked in Latin America for the Konrad Adenauer Foundation in trade union education, then - from 1977 to 1985 - Chief Executive of the CDA.

In 1985 Scharrenbroich moved up as state chairman of the CDA Rhineland-Palatinate (1985–1991) for the deceased Alois Mertes in the German Bundestag, to which he belonged until 1994. With his appointment as State Secretary of the Federal Ministry for Families and Seniors, he left the Bundestag in April 1994.

In February 1996, Scharrenbroich became Deputy Director General (ADG) of the International Labor Organization (ILO) of the United Nations , based in Geneva . There he was one of the four regional directors responsible for the countries of Europe and Central Asia. At the instigation of the red / green federal government, the CDU politician was replaced on January 1, 2001 by a member of the SPD. He decided to only do voluntary work and “only do what makes sense and gives me pleasure”.

Social policy

After holding leadership positions in the Catholic youth movement (Bund Neudeutschland) and the Junge Union, as well as working as chief executive of the CDA, from 1987 to 1994 he was chairman of the workers' group of the CDU / CSU parliamentary group , to which around one third of the group members belonged at the time. In the 11th and 12th electoral terms he was a member of the Bundestag Committee for Labor and Social Affairs and there, above all, the rapporteur of his parliamentary group for all legislative amendments relevant to co-determination. As State Secretary in the Federal Ministry for Family and seniors, he negotiated the reform of the family load balancing of 1995. One focus of his work as Regional Director of especially within the coalition ILO for Europe and Central Asia was the preparation of social and labor ministries and social partners of the countries of Central Europe in labor and social law issues on their accession to the EU .

Human rights

In 1990, as a Latin America expert, he became a member of the Foreign Affairs Committee and chairman of the CDU / CSU parliamentary group in the sub-committee “Human Rights and Humanitarian Aid”. On behalf of party chairman Helmut Kohl , he traveled several times to Latin America on human rights issues. In coordination with Kohl and the SPD politicians Hans-Jürgen Wischnewski and Jochen Vogel , he took part in the peace negotiations with the Sandinista government of Nicaragua in 1987 as an advisor to the Nicaraguan resistance movement. Visits to and support for the civil rights movement in what was then the GDR , in particular to civil rights activists Rainer Eppelmann and Ralf Hirsch , resulted in an entry ban to East Berlin in 1987, which was still in effect on the day after the Berlin Wall opened on November 10, 1989.

Culture

In his last speech to the German Bundestag on February 25, 1994, he spoke for the minority group of the Union faction in favor of the wrapping of the Reichstag by the artist couple Christo and Jeanne-Claude .

Development and Emergency Aid Policy

Scharrenbroich has been a member of the board of the international aid organization CARE Germany since 2003 and was its chairman from 2005 to 2011. With the introduction of a full-time executive in 2011, he became President of the Administrative Board and has been Chairman of the Board of Trustees since November 2013. On his initiative, CARE founded an independent and also non-profit branch in Luxembourg in 2009 . In 2009, together with the notary Nikolaus Ley, he founded the Hope 1-plus Foundation - CARE for children in slums , which he headed as chairman of the board. The foundation has since been renamed the Future Foundation for Children in Slums . From 2011 to 2013 he was deputy chairman of the emergency aid alliance Aktion Deutschland Hilft , of which CARE and eleven other non-governmental organizations belong.
