Hermann Schultz (District Administrator)

Hermann Schultz (born March 13, 1878 in Eickel , † June 2, 1953 in Osnabrück ) was a German administrative lawyer, district administrator of the Tecklenburg district from 1921 to 1935 and most recently government vice-president in Osnabrück.

Life

Hermann Schultz attended the Petrinum grammar school in Recklinghausen and passed his Abitur there in February 1897. He then did his military service as a one-year volunteer . He studied law at the Universities of Tübingen , Kiel and Marburg and became a trainee lawyer at the Hamm Higher Regional Court on April 20, 1901 . In April 1905 he was appointed court assessor and worked as an assistant judge at the Soest district court . On April 2, 1906, he moved to the Münster General Commission and the following year he was entrusted with the temporary administration of the Soest Special Commission as a government assessor. From March 16, 1911 to January 15, 1919, Schultz was employed as legal advisor at the Essen sewer construction department. He did military service during the First World War and was captain of the reserve.

After the war he came to the Münster district government and on June 1, 1921, was entrusted with the administration of the Tecklenburg district office and on September 30, 1921, he was appointed as district administrator in the Tecklenburg district. He remained in this office until June 30, 1935. After that, he headed the Agriculture Department of the Osnabrück district government as government director . In the summer of 1940 Schultz became permanent representative of the Government Vice-President Karl Stüler, who was seconded to the Netherlands on July 2, 1940. He joined the NSDAP on December 1, 1941 and, according to the Gestapo assessment in March 1942, “tried to do justice to the interests of the state and the people and to work well with the party”. On December 1, 1942, he was appointed government vice-president of Osnabrück, and from spring to October 1945 he was temporarily entrusted with the management of the government in Osnabrück ("incumbent" district president). On February 1, 1946, Schultz retired as Vice President of the Government.
