Hermogenes Edejer Ebdane, Jr. (born December 30, 1948 in Candelaria , Zambales Province , Philippines ) is a Filipino former general and politician .

biography

Studies and promotion to police chief

After attending school, he first studied civil engineering and graduated with a Bachelor of Science (BS Civil Engineering). He subsequently resigned as officer cadets into the Philippine Armed Forces (Armed Forces of the Philippines, AFP) and was a graduate of the Military Academy (Philippine Military Academy), where he graduated in 1970 with a Bachelor of Science. He completed a later post-graduate course in criminology with a Master of Science (MSc Criminology). He was also awarded a doctorate in peace and security administration.

In the course of his further military training he graduated from the Command and General Staff College of the United States Army at Fort Leavenworth and participated in courses and security seminars of the US Counter-Terrorism Group, the US State Department , the Singapore Police Academy , the International Law Academy of Thailand (International Law Enforcement Academy) and the National Intelligence Training Center and the Special Intelligence Training School.

Between the individual studies and theoretical training courses, he was employed in several posts within the AFP and the Philippine Constabulary (PC), the predecessor of today's Philippine National Police (PNP). First he was commander of the PC in the province of Nueva Ecija and then commander of the battalion of the Presidential Guard. After working as a commanding officer of the PC's special forces, he was in command of the West Police District. This was followed by a position as regional director of the PC of Metro Manila (National Capital Region). He was also head of the National Anti-Kidnapping Task Force (NAKTAF) and subsequently director of the PNP for human capital and educational development.

After a further position as deputy head of the PNP for administration, he succeeded Leandro Mendoza from July 2002 to August 2004 and was finally head of the Philippine National Police himself and as such was Police Director General with the rank of general .

Minister and presidential candidate

After retiring from active police service, he was appointed as successor to Norberto Gonzales in August 2004 by President Gloria Macapagal-Arroyo as National Security Advisor and Director General of the National Security Council.

On February 15, 2005, the President appointed him Secretary of Public Works and Highways to her cabinet .

As part of a government reshuffle, he was in February 2007 Defense Minister (Secretary of National Defense), but took over after a new cabinet reshuffle on July 4, 2007. The Office of the Minister of Public Works and Highways.

On October 22, 2009, he resigned and was replaced as Minister by Victor Domingo .

Ebdane, who is chairman of the "Lapiang Manggagawa" party, announced that he would run in the presidential elections on May 10, 2010. He also relies on the support of the former President Fidel Ramos , who like him served as a general in the AFP and Philippine Constabulary.
