Hessian conditions

Hessian conditions is a term used in Germany for election results that have not resulted in a clear majority in parliament. The origin lies in the results of the Hessian state elections in 1982/83, which made it impossible to form a government within a political camp without forming a coalition with a party with which a coalition had been excluded before the election. There were also comparable election results in other federal states, for example the “ Hamburg conditions ” after the state elections in Hamburg in June 1982 .

Prime Minister Holger Börner distanced himself clearly from the newly founded Greens . After the state elections in Hesse in 1982, the Greens were represented in the Hessian state parliament for the first time. As a result, neither the Hesse SPD nor the Hesse CDU had a majority. The Greens rejected a formal coalition. A majority government was therefore theoretically only possible as a grand coalition of the SPD and CDU. The SPD was not prepared to do this, however, since as a smaller party it should have left the post of Prime Minister to the CDU. The SPD government under Börner therefore remained in office and was tolerated by the Greens for a few months before the early state elections in Hesse in 1983 confirmed the stalemate. The continuation of the tolerance of the SPD minority government (and with it the "Hessian conditions") was ended a year and a half later by the first Red-Green coalition .

The metaphor of "Hessian conditions" was picked up again in the press after the state elections in Hesse in 2008 . Now it was Die Linke , who had been declared unable to form a coalition before Andrea Ypsilanti's election . Ypsilanti also rejected a grand coalition under CDU leadership and tried to form a red-green government with tolerance by the left. This plan failed because of the SPD MPs who felt bound by the election promise, and the new "Hessian conditions" were dissolved by the state elections in Hesse in 2009 .
