Horacio Morales

Horacio "Boy" Morales, Jr. (* 11. September 1943 in Moncada , Tarlac ; † 29 February 2012 in Quezon City ) was a Filipino economists and politicians , among others, during the tenure of President Joseph Estrada minister for agrarian reform was and campaigned for the development of the Philippines in numerous non-governmental organizations .

Life

After attending school, Moncada studied economics at the University of the Philippines , where he obtained a Bachelor of Arts (BA Economics) in 1965 . He then entered the government of President Ferdinand Marcos as an economist and shortly afterwards completed a postgraduate degree in economics at the University of Oklahoma , which he completed in 1968 with a Master of Arts (MA Economics). In the course of his further professional life, he became Vice President of the Development Academy of the Philippines .

For his achievements in the field of economic and development strategies, he was elected in 1977 by the Junior Chamber International (JCI) as one of the Ten Outstanding Young Persons in the Philippines. On the day of the award ceremony, he announced his resignation from government service and joined the Partido Komunista ng Pilipinas , which had been waging a guerrilla war against dictator Marcos since 1969 . In the following years he took an active part in the fighting of this underground movement before he was arrested in 1982. Morales was imprisoned until 1986 and was then released after the fall of Marcos as part of an amnesty for political prisoners by the newly elected President Corazon Aquino .

From 1986 to 1998 he was president of the Philippine Rural Reconstruction Movement (PRRM), a non-governmental organization founded in 1952 to support poor population groups. In 1987 he ran unsuccessfully as a candidate for the New Democratic Alliance party (Bagong Alyansang Makabayan) for a seat in the Senate .

On July 1, 1998 he was appointed Minister for Agrarian Reforms (Secretary of Agrarian Reform) in his cabinet by President Joseph Estrada and kept this position until Estrada was overthrown by the EDSA revolution on February 11, 2001. Hernani was succeeded as Minister Braganza. At the same time, he was temporarily president and general secretary of the force of the Philippine masses (Pwersa ng Masang Pilipino), founded by Estrada in 1991, and from 1998 to 2001 also chairman of the development academy.

After leaving the government, he continued to be involved in various non-governmental organizations such as Fund for Assistance to Private Education (FAPE), Integrated Protected Areas Inc. (NIPA), Responsible Parenthood Council (RPC) , La Liga Policy Institute .

In December 2011, he suffered a myocardial infarction in Baguio City and fell into a coma . He did not wake up from this coma and died after being transferred to the Philippine Heart Center in Quezon City.
