Horst Locher

Horst Locher (born October 20, 1925 in Tübingen ; † August 24, 2011 in Reutlingen ) was a German lawyer and legal scholar with a research focus on construction law .

Life

After studying, legal clerkship and doctorate , Horst Locher began his professional career as a lawyer working in Eduard Leuze's law firm in Reutlingen . In 1957, Locher went into business for himself as a lawyer in his own law firm. From the beginning of the 1970s, this law firm developed into a medium-sized law firm specializing in private and public construction law. Ultimately, a national law firm was created . Locher himself worked as an arbitrator and chairman in arbitration proceedings in matters of construction law .

In addition to his work as a lawyer, he began at an early age to organize advanced training courses on building law for judges , fellow lawyers and those involved in construction, among others together with Hermann Korbion . Locher became honorary professor for construction law at the University of Tübingen and the State Academy of Fine Arts in Stuttgart .

With “Law of Fine Art”, his first monograph , published in 1969 , Locher was the first author to present the theoretical foundations of the law of the fine arts . He had already dealt with building law issues in publications since 1964, and in 1964 he was the first to deal with the problem the so-called construction cost overrun . Locher developed the principles according to which such cases are still dealt with in law and practice. Locher's first book publication on building law was "Baubetreuungs- und Bauträgerrecht ". This work appeared in four editions. Locher justified the first comment on the fee schedule for architects and engineers (HOAI) and wrote the textbook "The private building law". Together with Korbion, he wrote the fundamental work “ AGBG and building construction contracts”. He also published a textbook on the law of general terms and conditions , which has also been translated into Japanese .

He was honored for his work in 1990 with a commemorative publication on his 65th birthday.
