The dog law for the state of North Rhine-Westphalia , in short the state dog law - LHundG NRW , was passed by the state parliament of North Rhine-Westphalia on December 18, 2002. It replaces the State Dog Ordinance (LHV NRW) of June 30, 2000 ( GV. NRW. P. 518 b). The law is intended to ward off and prevent dangers.

The implementation is made possible by the administrative regulations for the State Dog Act (VV LHundG NRW) of May 2, 2003 ( MBl. NRW. P. 580) and the regulatory authority ordinance for the implementation of the State Dog Act NRW (DVO LHundG NRW) of December 19, 2003 (GV. NRW 2004 p. 85).

One of the provisions of this law is that a certificate of competence is a prerequisite for keeping so-called 20/40 dogs (large dogs), dogs of certain breeds and dangerous dogs. Such a dog must be forgery-proof with a transponder as an animal identification and insured . There are also provisions on the mandatory leash .

The law includes racial lists . Dangerous breeds include Pit Bull Terriers , American Staffordshire Terriers , Staffordshire Bull Terriers and Bull Terriers and their crosses with one another and their crosses with other dogs. The law also includes requirements for the Alano, American Bulldog , Bullmastiff , Mastiff , Mastín Español , Mastino Napoletano , Fila Brasileiro , Dogo Argentino , Rottweiler and Tosa Inu breeds .

Against the background of the decision of the Federal Constitutional Court (decision of March 16, 2004, AZ 1 BvR 1778/01), the effects of the law were determined and presented by the NRW Environment Ministry . A success of the law is that the number of reported incidents has fallen by a quarter compared to 2003 , according to the report by the Environment Ministry presented by Environment Minister Eckhard Uhlenberg , to 2,210 biting incidents and 1,627 other incidents (such as running over passers-by) in 2007.

The state dog law was changed in 2016. In particular, § 22, which provided for the review of the effects of the law, was repealed. In addition, people who have kept large dogs for more than three years before this law came into force in 2002 are no longer considered to be competent: Section 11 (4) has been repealed.
