The Institute for Educational Analysis Baden-Württemberg (IBBW) is a non-incorporated public law institution of the state of Baden-Württemberg in Stuttgart . It will be founded on March 1, 2019 on the basis of the law for the implementation of the quality concept for public schools in Baden-Württemberg . It is subordinate to the Ministry for Culture, Youth and Sport Baden-Württemberg .

The Baden-Württemberg Institute for Educational Analysis and the Center for School Quality and Teacher Training were founded against the background that the performance of students in Baden-Württemberg had sagged in a national comparison . In the course of this reorganization, the State Institute for School Development and other subordinate departments of the Ministry of Culture were dissolved and their tasks were integrated into the two new institutions. The majority of the tasks of the State Institute for School Development fell to the IBBW. The director of the IBBW was Günter Klein, who had been director of the State Institute for School Development since 2015.

Statistics and IT

The IBBW is responsible for the official school statistics and provides the schools with the necessary digital infrastructure as well as the digital infrastructure of LOBW, the state portal for teachers for recruitment, transfer and changes that affect positions. In addition, the IBBW takes over the country's education server by the National Institute for Educational Development and operates it jointly with the Center for school quality and teacher training.

Competence measurement

The competence measurement department creates and evaluates the central written examinations of the general and vocational schools in Baden-Württemberg. In addition, the data from nationwide surveys of learning levels such as the VERA 3 are collected by the IBBW, statistically evaluated and made available to the schools again. Likewise, the data from the state-wide compulsory learning status surveys learning status 5 in the subjects German and mathematics in grade 5 are collected and evaluated.

System analysis

Another task is to analyze the data collected and to derive indications from it as to where there is a need for improvement, among other things it carries out evaluations of schools. The IBBW regularly publishes an education report that contains the findings from performance surveys , school performance studies, such as the reviews of the educational standards of the Standing Conference , and the school evaluations.

Empirical educational research

The IBBW, in cooperation with other scientific institutes, develops, accompanies and evaluates projects, models and concepts to increase the quality of schools and teaching.
