The State Institute for School Development (LS) was an institution under public law of the State of Baden-Württemberg with its seat in Stuttgart from 2005 to 2019 , which was subordinate to the Ministry of Culture, Youth and Sport Baden-Württemberg (KM). It was founded on the basis of the law establishing the State Institute for School Development .

The LS was dissolved on February 28, 2019 on the basis of the law for the implementation of the quality concept for public schools in Baden-Württemberg , Article 3. The general legal successor is the state of Baden-Württemberg, with parts of the LS being transferred to the Center for School Quality and Teacher Training (ZSL) on March 1, 2019, and other parts to the Institute for Educational Analysis Baden-Württemberg (IBBW).

history

The history of the Institute for School Development goes back to the middle of the 19th century. The first comparable institution was founded in 1910: the so-called "Württemberg School Museum" in the rooms of the Eberhard-Ludwig Gymnasium in Stuttgart. It was a collection of the approved school books.

Around ten years later it developed into the “State Institute for Physics Lessons” (1920), funded by the Robert Bosch Foundation . This created, for example, collections of samples and sample equipment for use in science lessons.

This was followed by the "Württemberg State Institute for Education and Teaching" (LEU) (1924), which, in addition to teaching and learning materials, also dealt with educational issues.

In 1965, the Württemberg State Institute for Physics Education was renamed "State Institute for Science Education" (LNU) and its range of activities was expanded.

In February 1970 the “Institute for Educational Planning and Study Information” (IBS) was founded after the structural plan for education was published in the spring of the same year. The IBS was created by merging the LEU and LNU. In the institute, the political-administrative area of ​​responsibility was combined with educational science and practice.

In 1977 the three partners, as the immediate predecessors of the new LS, were transferred to the State Institute (initially State Office) for Education and Teaching (LEU).

With the state institute for school development founded in 2005, quality development and quality assurance found their way into the education system in Baden-Württemberg, also in response to the PISA studies .

The State Institute for School Development was dissolved in 2019. Its tasks were partly transferred to the newly founded Institute for Educational Analysis Baden-Württemberg (IBBW) and partly to the newly founded Center for School Quality and Teacher Training (ZSL).

Supervisory board

The tasks of the supervisory board were to monitor the management and to advise the management board. The supervisory board had five seats. Four members were nominated by the Ministry of Culture, Youth and Sport Baden-Württemberg (KM) and one member from the Ministry of Finance and Economy . The appointment was for five years with the possibility of re-appointment.

On January 1, 2005, Helmut Rau , then political state secretary and later minister in the KM, was elected first chairman of the supervisory board.

Board

The board represented the state institute for school development. All matters not assigned to the Supervisory Board by law or the Articles of Association fell within its responsibility. It consisted of three members, including a scientific board member. The chairman of the board and his deputy managed the day-to-day business. The appointment was made by the Ministry of Culture in agreement with the Supervisory Board.

The professor as director at the State Institute for School Development was a temporary civil servant for five years with the possibility of re-appointment. The director was classified in grade B 3 , his deputy professor as the deputy director of the State Institute for School Development in grade A 16 .

Günter Klein was Director of the State Institute for School Development from April 1, 2015 to February 28, 2019. Before that he was head of the State Education Authority in Nürtingen. Prior to this, the doctor of social science worked from 2000 to 2006 at the Ministry of Culture, Youth and Sport as a consultant in school development. Günter Klein replaced Suzan Bacher, who had been director since 2004 and has been seconded to the Ministry of Education as head of the European department since August 2014. The deputy director was Volker Gehlhaar. The first Scientific Director of the LS, Matthias Rath, also left in 2014 .

The scientific director from October 15, 2015 to February 28, 2019 was Anne Sliwka , who works at the University of Heidelberg , Faculty for Behavioral and Empirical Cultural Studies, and holds a professorship for educational science with a focus on school pedagogy at the Institute for Educational Science.

Department 1 (Administration, Coordination, Education Analysis)

This department was responsible for administration, human resources, budget, organization (Section 11), coordination, public relations, publications, advice center for personnel expenditure budgeting (Section 12), education analyzes, educational reporting, coordination, quality management department (Section 13). Department head was Volker Gehlhaar.

Department 2 (Quality Development and Evaluation)

The department is divided into the areas of basics of quality development and evaluation, service point self-evaluation (SEV) (section 21), planning and implementation of external evaluation (section 22) and quality assurance external evaluation, service point external evaluation (FEV) (section 23). The department head was Bruno Zoller.

Faculty 3 (school development and empirical educational research)

The department consisted of a department for empirical procedures (department 31) as well as the department for elementary and primary education - day care facilities for children and primary schools (department 32) and the department for secondary education - secondary general education and vocational schools (department 33). Head of the department was Andreas Jetter.

Faculty 4 (educational plan work)

The department was composed of educational plans in general schools (Section 41), educational plans in part-time vocational schools (Section 42) and educational plans in full-time vocational schools (Section 43). Department head was Peter Grotz.

The LS was a central institution for scientific and educational services in the business area of ​​the Ministry of Culture, Youth and Sport Baden-Württemberg with the tasks:

School development and empirical educational research

In this area of ​​responsibility, the institute supported the content-related, strategic and conceptual school development work. To do this, it evaluated self-made diagnoses and comparative work or carried out model tests, such as B. the cooperation between Hauptschule and Realschule in grades 5/6 and was active as a project sponsor , for example in the “Network Educational Research” program.

Curriculum work

The area of ​​educational plan work included the development and planning of educational plans , educational standards , various learning fields and other specifications. In addition, support plans were provided and the results checked . The LS also developed handouts and teaching materials.

Quality development and evaluation

Under this field of activity, the institute developed evaluation concepts and organized external evaluations in the educational institutions of the Ministry of Culture. It also carried out external evaluations itself up to the 2017/18 school year, evaluated them and informed the evaluated institution and the competent departments of the audited institution.

Education reporting

For the educational reporting, the state institute evaluated relevant results, data and information and presented them in thematic reports. For this it worked together with scientific institutions.

State education server Baden-Württemberg

The state education server was developed as part of the media offensive on behalf of the Ministry of Culture, Youth and Sport in 1998. The State Institute for School Development was responsible for the State Education Server Baden-Württemberg until February 28, 2019. Since March 1, 2019, the State Education Server Baden-Württemberg has been the responsibility of the Institute for Educational Analysis Baden-Württemberg (IBBW). This platform is intended to support the processes of school and quality development and to increase the teachers' motivation to use modern digital media .
