The Center for School Quality and Teacher Training (ZSL) is a higher regional authority in Baden-Württemberg based in Leinfelden-Echterdingen . The ZSL and the Institute for Educational Analysis Baden-Württemberg (IBBW) were founded against the background that the performance of students in Baden-Württemberg had sagged in a national comparison. The aim of the IBBW is that the lessons take place according to current scientific knowledge and that this is evaluated regularly. The ZSL has the task of bundling the various continuing education and training offers for teachers in the state and thus increasing the quality of the offers and also incorporating the scientific findings of the IBBW into the teacher training. In addition, training and advanced training are to be more closely interlinked, so the seminars for didactics and teacher training have become seminars for training and advanced training of teachers, their area of ​​responsibility was expanded to include advanced training. With the abolition of the various institutes, duplication of responsibilities was to be reduced and clear structures created.

The tasks of the ZSL are the concept development and quality assurance of the basic and advanced training of teachers in Baden-Württemberg, also on an international level as cooperation projects for teacher training. Another task is personnel development and managerial qualification. School book admission and educational plan work are also located at the Center for School Quality and Teacher Training. It also develops advisory services, for example in relation to inclusion , working with competence grids or SMV for general and vocational schools , which it also provides in the regional offices.

Facilities

Several institutions are subordinate to the ZSL. In addition to the six regional offices, the ZSL took over the locations of the State Academy for Further Education and Personnel Development in Schools, the State Academy for School Art, School and Amateur Theater Schloss Rotenfels and the State Institute for School Sports, School Art and School Music.

Regional offices

The regional offices act as regional contacts for the local schools in the field of training and further education and advice. In addition, each regional office is responsible for the seminars for the training and further education of teachers in its catchment area. Regional offices are set up in Mannheim , Karlsruhe , Stuttgart , Schwäbisch Gmünd , Freiburg and Tübingen .

Branch offices

The branch offices provide advanced training for teachers and have special focuses. The branch in Bad Wildbad focuses on general education schools, the Comburg location focuses on executive qualification, the Esslingen location focuses on vocational schools, the Ludwigsburg location focuses on school sports and the Rotenfels location on art and theater.

criticism

Even before it was set up, the Education and Science Union criticized that centralization was taking place, but no signs of actual improvement were discernible. The Philologists Association of Baden-Württemberg also criticized the introduction of the ZSL as a mammoth authority with a multitude of tasks, all of which are to be centrally planned, controlled and performed locally . In addition, through the implementation, technical and knowledgeable staff will be withdrawn from seminars, which are required for teacher training.

At the beginning of 2020, the SPD criticized the amateurish implementation and the still lack of staff and questioned whether the ZSL was able to work at all. The FDP and the AfD also questioned the effectiveness of the center. According to Riecke-Baulecke, 110 of the 190 positions were occupied. Eisenmann made it clear that the ZSL was fully operational.
