Helmut Rau (born April 24, 1950 in Tübingen ) is a German politician ( CDU ). From 1992 to 2016 he was a member of the state parliament of Baden-Württemberg for the constituency of Lahr , from 2005 to 2010 Minister of Culture and then until 2011 Minister in the State Ministry of Baden-Württemberg .

Life and public office

Helmut Rau grew up in Nürtingen . After graduating from the Max Planck Gymnasium in Nürtingen , he studied English and political science in Bonn and Freiburg . He completed his studies in 1975 with a master's thesis on political education in the Federal Republic of Germany 1949–1974 .

From 1975 to 1988 he was the head of the education department of the Konrad Adenauer Foundation in Freiburg and then until 2001 district manager of the CDU South Baden.

Rau had been a member of the state parliament of Baden-Württemberg since April 27, 1992. In 2001 he became Political State Secretary in the Ministry of Education under Minister Annette Schavan .

On September 27, 2005 he was proposed by Prime Minister Günther Oettinger for the office of minister of education and took the oath of office on October 5, 2005 as Schavan's successor. In June 2008, an application for dismissal by the SPD parliamentary group against Rau in the Baden-Württemberg state parliament failed. On February 24, 2010, Rau became minister in the Mappus cabinet in the State Ministry of Baden-Württemberg and thus ended his work as minister of education. After the formation of the green-red government in Baden-Württemberg, he resigned as minister on May 12, 2011.

On July 13, 2012 it became known that the public prosecutor's office was investigating ex-Finance Minister Willi Stächele and ex-Minister of State Rau as part of the investigation into the EnBW affair .

Rau is married and has two children and two grandchildren.

Political orientation and school policy goals

Rau is considered liberal . His earlier work as State Secretary was partly based on the school reforms in Holland and Finland and aimed at softening the sharp division of responsibility between municipalities and federal states. Priority issues for Rau as minister of education were a stronger identification of the school authorities with the contents of the curriculum, French lessons (even for first graders close to the border), the support of underperforming students and early support in kindergarten . As State Secretary, he introduced French as a compulsory language at primary schools on the Rhine. His attempt to introduce French as the first compulsory language in secondary schools was stopped by a court.

Rau was President of the Federation of German Brass Music Associations from 2001 to 2014, member of the advisory board of the Arnold Bergstraesser Institute (Freiburg), member of the board of trustees of the Baden-Württemberg Art Foundation, member of the broadcasting council of the SWR , member of the board of trustees of the Academy for Spoken Word in Stuttgart, Member of the program advisory board of Arte Germany and member of the board of trustees of the UWC Robert Bosch College in Freiburg. Rau is Protestant and has been a parish councilor several times.
