Project sponsors in Germany are institutions (or departments thereof) that organize and manage the funding of projects . Your clients are mainly ministries at federal and state level, but also foundations under private law or public law . In addition to the direct project costs, the clients make funds available to the project sponsors for their services. These administrative costs are usually below five percent of the funded part of the project costs.

Ministries can give a contracted project executing agency the status of an entrusted entrepreneur . The project management agency can then perform sovereign tasks within the scope of its mandate . In 2019, the Bavarian Supreme Court of Auditors criticized the fact that the expenditure for project sponsors is not disclosed in the budget and that it is often not checked whether the funded projects can be handled better and more economically within the public administration.

The Federal Ministry of Education and Research (BMBF) is the largest client for the project executing agencies. In addition to the actual project management, the BMBF has outsourced other tasks related to its funding programs to its project sponsors ( outsourcing ).
