The Institute for Air and Space Law at the University of Cologne is a scientific institution of the University of Cologne that conducts research and teaching in the field of air and space law as well as international law and, since 2017, cyber law . It is the only institute with this research focus in the German-speaking area. It is currently headed by Stephan Hobe and publishes the publications on air and space law . It is also the seat of the magazine for air and space law (ZLW).

history

The history of the institute goes back to the Institute for Aviation Law founded by Otto Schreiber in 1925 in the Haus der Technik at the University of Königsberg . Two years earlier, Junkers Luftverkehr AG had started its first scheduled service between Berlin - Moscow and Tehran. Increasingly in the 1920s there was a need to deal with legal issues arising from air traffic. Schreiber had succeeded in getting financial support from the leading aviation companies at the time. When he died in 1929, his former assistant, Hans Oppikofer, became the new director of the institute. Oppikofer moved the institute to Leipzig University in 1935 . As a Jew , he had to give up his post in 1939 due to the occupational ban imposed by the National Socialists and left Germany. His successor was Rüdiger Schleicher , who brought the institute to Berlin in 1940 as a ministerial advisor in the air office . Schleicher was a member of the group of people who were involved in the failed assassination attempt of July 20, 1944 on Adolf Hitler . He was executed in April 1945. The institute itself was destroyed in World War II.

Under Alex Meyer , the institute was initially reopened under the name “Research Center for Aviation Law” at the University of Cologne. The facility was later renamed the "Institute for Air Law and Space Law Issues". In 1974 Karl-Heinz Böckstiegel took over the management of the institute, which expanded its focus to include space law. In 1977 the institute was given its current name and has been under the direction of Stephan Hobe since 2001.

Regular events

Once a year the institute invites interested lawyers and scientists to an international expert discussion on aviation law. At the same time as the public technical discussion, the specialist group meeting for members of the German Aerospace Society (DGLR) and the German Association for International Law (DVIR) takes place regularly.

Library

Under the direction of a full-time librarian, the library of the institute has a reference inventory of approx. 17,000 monographs, 190 journals, 46 of which are regularly kept periodicals on the fields of air and space law and international law. Around 20 workplaces and access to numerous legal databases are available here. The institute library is the official depository library of the International Civil Aviation Organization (ICAO) in which ICAO publications and annexes can be viewed.
