International Certificate of Competence
The International Certificate of Competence (ICC) , correct: International Certificate for Operators of Pleasure Craft (ICC) is an international certificate of competence for pleasure boat drivers .
It falls under Resolution No. 40 of the Inland Navigation Working Group for the United Nations Economic Commission for Europe . The aim of the introduction of the ICC was to make it easier for holders of national sport boat driving licenses to easily prove their competence internationally. The identity cards are issued by the individual states according to their own rules. However, the resolution stipulates minimum requirements that a candidate must meet in order to apply for a corresponding ID. Candidates are required to take an exam in which knowledge of ship management , maritime law , maritime law , navigation , meteorology and emergency situations is tested. As a rule, this must be proven in a practical and a theoretical examination.
ICC international
The following UNECE member states have signed Resolution No. 40 to date and officially recognize the ICC as a certificate of competence to drive pleasure craft on inland or coastal waters:
Belgium, Bulgaria, Germany, Finland, France, Ireland, Italy, Croatia, Lithuania, Luxembourg, Netherlands, Austria, Poland, Romania, Switzerland, Serbia, Slovakia, Czech Republic, Hungary, United Kingdom, Belarus.
Germany
The ICC is included in Germany following official sport boat driving licenses and sports boat shows:
- SBF inland - sport boat license inland
- SBF See - Lake sports boat license
- SKS - Sportküstenschifferschein
- SSS - Sportseeschifferschein
- SHS - Sporthochseeschifferschein
However, the SBF Binnen does not contain a certificate for sea waterways, which would not be its national scope either, but for "INLAND WATERS", ie inland waterways.
Switzerland
There are two ways to acquire an ICC in Switzerland:
- It is issued on the basis of the inland permit by the shipping or road traffic office of the canton of residence, but according to Art. 90 of the Inland Shipping Ordinance, it is only valid for inland waters and not for coastal travel. The entry "C" (coastal waters) can be made if the applicant can present a Swiss high seas pass in accordance with the ordinance of December 20, 2006 on the Swiss certificate of proficiency for sailing yachts (High Seas Pass Ordinance, SR 747.321.71).
- The ICC is included in the high seas pass (HSA). This is authorized by the Swiss Maritime Shipping Office in Basel, but is issued by the inspection bodies commissioned by it. The Swiss Maritime Administration (SSA) supervises the examination offices that are entrusted with the acceptance of the examinations and the issuance of the Swiss certificate of proficiency for sailing yachts (high seas license). Since 2007, the two examination centers (SYA and CCS) have been issuing a standardized, internationally recognized Swiss certificate of proficiency in credit card format. The Swiss high seas pass entitles you to travel all over the world and in this sense corresponds roughly to the German high seas boat license (SHS).
