Ion Emanuel Florescu , also Johann Emmanuel Florescu , (born August 7, 1819 in Râmnicu Vâlcea ; † May 10, 1893 in Bucharest ) was a Romanian general and politician .

Florescu graduated from the military school in Saint-Cyr near Paris . In 1854 he was assigned to the Russian generals Lüders and Dannenberg as a colonel in the Russian army during the Crimean War .

Florescu was one of the influential members of the Boyar Party and one of Russia's most staunch supporters . He was promoted to general and was often Minister of War under Prince Alexandru Ioan Cuza as well as under Karl I. , most recently in the conservative cabinet of Lascăr Catargiu from 1871 to 1876.

Because of an indictment he was unable to take part in the Russo-Turkish War of 1877/78. After the charges were withdrawn, Florescu became a member of the Senate and its president, as well as one of the leaders of the Conservative party.

After the overthrow of the Manu Ministry , Florescu formed a new cabinet with Catargiu on March 2, 1891, but it resigned in December 1891.
