István Horváth (born September 1, 1935 in Paks , Tolna County ) is a former Hungarian politician of the Hungarian Socialist Workers' Party MSZMP (Magyar Szocialista Munkáspárt) , who was among other things first secretary of the Central Committee (ZK) of the Communist Youth League KISZ between 1970 and 1973 , 1980 Minister of the Interior until 1985 and again between 1987 and 1990.

Life

Studies, party functionary and first secretary of the KISZ

After attending the Attila József Gymnasium in Budapest, Horváth began studying law at the Eötvös Loránd University (ELTE) and was secretary of the DISZ (Dolgozó Ifjúság Szövetsége) committee there . In 1956 he became a member of the Hungarian Socialist Workers' Party MSZMP (Magyar Szocialista Munkáspárt) and in 1957, after completing his studies, he worked for the legal department of the council in Bács-Kiskun county and then a rapporteur at the local court and in 1958 chairman of the county court in Kecskemét . In 1959 he moved to the party administration and was initially a member of the party committee in Bács-Kiskun County and finally head of a department there. Between September 1968 and April 1970 he served as secretary of the party committee and was also a member of the Bács-Kiskun County Council.

On April 28, 1970, Horváth succeeded Lajos Méhes as First Secretary of the KISZ (Magyar Kommunista Ifjúsági Szövetség) , the youth association of the MSZMP, and held this position for three years until he was replaced by László Maróthy in June 1973 November 28, 1970 elected member of the Central Committee (ZK) of the MSZMP at the Xth Party Congress. Interior Minister and Central Committee Secretary

As the successor to András Benkei , Horváth was appointed Minister of the Interior (Belügyminiszter) in the government of Prime Minister György Lázár on April 24, 1980 and held this ministerial office until March 29, 1985, after which János Kamara became his successor. He himself then became secretary of the MSZMP Central Committee for administrative matters and remained in this position until December 16, 1987.

He then replaced János Kamara as Minister of the Interior again and held this ministerial office in the governments of Prime Ministers Károly Grósz and Miklós Németh until January 23, 1990. In July 1988 he became a member of the youth committee of the Central Committee and from November to December 1988 also a member of the Foreign Committee of the Central Committee and also a member of the Central Committee of the Committee for Public Administration, Law and Politics. After the dissolution of the Politburo of the MSZMP, he became a member of the Political Steering Committee in June 1989. On January 23, 1990, he had to resign from his position as Minister of the Interior after the so-called "Donaugate Affair" became known, in which employees of the Interior Ministry monitored the opposition .

Horváth's daughter is married to the politician István Stumpf , who was minister in the office of Prime Minister Viktor Orbán between 1998 and 2002 and has been a judge at the Constitutional Court of the Republic of Hungary since 2010 .
