Iuliu Winkler , Hungarian : Gyula Winkler (born March 14, 1964 in Hunedoara ) is a Romanian politician of the Hungarian minority ( UDMR ).

Winkler worked as a graduate engineer for electronics and telecommunications at the Polytechnic Institute Traian Vuia in Timișoara and the faculty for electrical engineering and telecommunications. He later worked for the US International Republican Institute in the Timişoara office for the Citizens' Initiative and Political Initiative program. After a further training program in entrepreneurship at the Conservatoire des Arts et Metiers Belfort and a post-university course in management and marketing in international economic relations at the University of Deva, he attended the summer school and the Assembly of the Regions of Europe in Erfurt. as well as a post-university course in regional marketing at the Szombathely Trade Center in Hungary and graduated in finance and insurance from the University of Petroșani and graduated from the National Defense Academy in the Ministry of Defense.

Winkler coordinated the Hunedoara branch of IAMSAT. He was a representative of the executive and administrative bodies of private companies in Hunedoara County , Director of Development at REMONTIN Construcții-Montaj and Vice-President of the Inter-Ministerial Committee on Financing, Guarantees and Insurance at Eximbank Romania .

Winkler is a member of the Council of Union Representatives of the Democratic Union of Hungarians in Romania and chairman of the UDMR district organization Hunedoara. He was a member of the Hunedoara County Council from 1996 to 1999 and was then sub-prefect there. From 2000 to 2004 he was a member of the Romanian Chamber of Deputies . He was then Assistant Minister for Trade, Ministry of Commerce and the Economy, State Secretary for Trade in the Ministry for Small and Medium-Sized Enterprises, Trade, Tourism and the Liberal Professions, and Minister for Communications and Information Technology. He has been a member of the European Parliament since December 10, 2007 .

In 2008 Winkler received the Commander's Cross of the Order of Merit of the Republic of Hungary .
