Joe Bossano

Sir Joseph John "Joe" Bossano , KCMG (born June 10, 1939 in Gibraltar ) is a politician from Gibraltar who was Chief Minister of Gibraltar between 1988 and 1996 .

Life

MP and opposition leader

Bossano was originally a member of the 1967 by Robert Peliza founded Integration with Britain Party (IWBP) and was for this in the elections of 23 June 1972 for the first time a member of the assembly house of Gibraltar (Gibraltar House of Assembly) elected. In 1975 he resigned from the IWBP and founded the Gibraltar Democratic Movement (GDM), of which he became chairman. In the elections of September 29, 1976, the GDM immediately won four of the 15 seats in parliament and became the second most powerful force after the Association for the Advancement of Civil Rights (AACR) of Chief Minister Joshua Abraham Hassan , making Bossano the new opposition leader . After the GDM was dissolved, he founded the Gibraltar Socialist Labor Party (GSLP) in 1978 and remained its chairman until he was replaced by Fabian Picardo in April 2011.

In the elections of February 6, 1980, Bossano was re-elected to the House of Assembly as the only GSLP candidate and the second best overall result after Chief Minister Hassan , but lost the position of Leader of the Opposition to Peter Isola , his Democratic Party of British Gibraltar (DPBG) had won six of the 15 seats. From the elections of January 26, 1984, his GSLP emerged as the second strongest force with seven of the 15 seats, while Isolas DPBG lost all of its seats. Thereupon Bossano was again opposition leader after the constituent session of parliament on February 22, 1984.

Chief Minister from 1988 to 1996 and leader of the opposition

In the elections of March 24, 1988, the previously ruling Association for the Advancement of Civil Rights suffered a defeat and only received seven of the 15 seats in parliament. Thereupon the previous opposition leader Joe Bossano of the Gibraltar Socialist Labor Party (GSLP) became the new chief minister on March 25, 1988, while Canepa was the new leader of the opposition (Leader of the Opposition) . Previously, long-time Chief Minister Joshua Abraham Hassan had resigned for personal reasons on December 8, 1987 after the signing of an agreement between the United Kingdom and Spain on the sharing of Gibraltar airport . Bossanos did not ratify this airport contract either, so it did not come into force. In the elections on January 16, 1992 he was again a member of the House of Assembly with the best result and his GSLP with eight of the 15 seats again the strongest force before the Gibraltar Social Democrats (GSD) under Peter Caruana . On January 17, 1992, Chief Minister Bossano presented his second cabinet.

In the elections that followed on May 16, 1996, Bossano's GSLP suffered a defeat and only received seven seats, while Caruana's GSD now received eight seats. Thereupon Caruana became the new Chief Minister on May 17, 1996, while Bossano took over the function of opposition leader again.

Also from the elections of February 10, 2000, November 27, 2003 and October 11, 2007, the Gibraltar Socialist Labor Party emerged as the second strongest force with seven of the 15 and from 2007 17 seats respectively, so that Bossano remained Leader of the Opposition .

Minister in the Picardo Cabinet

In April 2011 he resigned as chairman of the Gibraltar Socialist Labor Party and opposition leader, and was replaced in both functions by Fabian Picardo . Under the new chairman, the GSLP won ten of the 17 seats in the parliament of Gibraltar in the elections on December 8, 2011, whereupon Picardo succeeded Peter Caruana as the new Chief Minister. On December 9, 2011, Picardo presented his first cabinet, to which Bossano initially belonged as Minister for Enterprise, Training and Employment . In the course of a cabinet reshuffle, he also became Minister for Health and Safety (Minister for Health and Safety) on April 22, 2013 and thus successor to Paul John Balban, who only held the position of Minister for Transport, Housing and Technical Services (Minister for Traffic, Housing and Technical Services) . In the course of a recent cabinet reshuffle on December 9, 2014, GSB (Minister for Economic Development, Telecommunications and the Gibraltar Savings Bank) took over the post of Minister for Economic Development, Telecommunications and the Gibraltar Savings Bank .

In the elections on Bossano was re-elected member of parliament for the GSLP. After Chief Minister Picardo was sworn in, he continued to be appointed Minister for Economic Development, Telecommunications and the Gibraltar Savings Bank GSB in his second cabinet on December 9, 2015, and was confirmed in this position after the cabinet reshuffle on October 20, 2016 . On December 30, 2017, Bossano became Knight Commander of the Order of St. Michael and St. George (KCMG) and has had the suffix "Sir" since then.
