Joe Handley

Joseph ("Joe") Handley (born August 9, 1943 in Meadow Lake , Saskatchewan ) is a Canadian politician and educator . He was Prime Minister of the Northwest Territories from December 10, 2003 to October 16, 2007 .

After graduating, Handley worked as a teacher at various schools in Saskatchewan Province. He was later an assistant professor at the University of British Columbia and the University of Manitoba and a lecturer at the University of Cape Coast in Ghana . In 1985, Handley moved to the Northwest Territories and was named Vice Minister for Education, later for Renewable Resources, Conservation and Economic Development.

In February 1999, Handley was elected to the Legislative Assembly of the Northwest Territories and represented Weledeh constituency , which includes part of the city of Yellowknife . From 2000 he was Minister of Finance, from 2001 also Minister of Transport and responsible for the state-owned electricity company Northwest Territories Power Corporation .

Following the resignation of Stephen Kakfwi , the Legislative Assembly elected Handley as the new Prime Minister on December 10, 2003 (there are no parties in the Northwest Territories, only independent politicians). He also headed the Ministries for Indigenous Affairs and External Relations. In 2004 he presented a strategic plan for the Northwest Territories. In the long term, this provides for the federal government to take full control of the exploitation of natural resources. Handley waived re-election and resigned on October 16, 2007.
