Phillips, whose father was temporarily a mining agent in Cornwall, attended a private school in St. Blazey and was an apprentice to a surveyor, but also dealt with experiments on electrolysis and metallurgy, which he partly with friends aan the Royal Cornwall Polytechnic Society in Falmouth (Cornwall) . From 1844 to 1846 he attended the École des Mines in Paris . He held patents in metallurgy and was one of the pioneers in the use of the polarizing microscope in petrography and published on petrography, metallurgy and mining for a wider audience. He published, among other things, about Devonian quartz porphyry from Cornwall (Greenstone, Elwan) and other rocks in Cornwall, variation of the chemical and mineralogical composition of igneous rocks in North Wales, foreign inclusions in granite, about sandstones and the connection between hot springs and gangue rocks (according to observations in California).
