He was therefore hired by Einar Greve, an employee of the management consultancy, whom Perkins describes as an NSA liaison. Greve has denied this. At the beginning of his career, according to Perkins, he was trained by a pretty, manipulative advisor as one of many EHMs who were supposed to promote the "hegemony" of US corporations.

Perkins explains in his book that his job as EHM was to help US intelligence agencies and multinational corporations to entice and, if necessary, blackmail foreign heads of state to serve US foreign policy and to do lucrative jobs for the US economy procure. Essentially, it was a matter of obtaining higher US loans for states than they could economically cope with; Due to their insolvency brought about in this way, the USA had extensive areas of influence, u. a. for the extraction of raw materials, secured in the respective countries. Heads of state who did not want to get involved in such deals were cleared out of the way by the US with the help of secret services.
