The JWICS is part of the Defense Intelligence Agency and is to be used herein for information that is subject to the highest level of confidentiality . JWICS is intended to protect such information from data spying when it is distributed using packet switching processes via the Internet protocol TCP / IP . Because JWICS also offers services such as hypertext documents and e-mail , it can be viewed as a variant of the Internet that is used to transmit information that is classified as Top Secret or as Sensitive Compartmented Information (SCI) are treat.

In the mid-1990s, JWICS replaced the subnets DSNET-2 (Defense Secure Network-2, for Top Secret) and DSNET-3 (for Top Secret / Sensitive Compartmented Information) in what was then the Defense Data Network (DDN), which was based on Arpanet technology ). In addition to the DSNET-2 and DSNET-3, the DDN consisted of the DSNET-1 for secret data and the Military Network (MILNET) for information that was not subject to any confidentiality level.

According to research by the Washington Post newspaper , 854,000 people in government departments and private military service companies have access to information from the JWICS network. JWICS is supplemented by the Secret Internet Protocol Router Network (SIPRNet), which is approved for information up to the second highest level of secrecy , to which an estimated 300,000 people have direct access and up to 2.5 million people have indirect access to information from it, as well as the non- classified Internet Protocol Router Network (NIPRNet) for sensitive information that is not classified as secret.

Only accessible via JWICS is Intellipedia , an information network of the United States Intelligence Community developed on the basis of the Wiki principle and use of the MediaWiki software.

The video with recordings of the shelling and death of Iraqi civilians and journalists by a US attack helicopter on July 12, 2007 in Baghdad , which was later published by the Internet platform WikiLeaks , is said to come from the JWICS network .
