José Manuel Inocencio Pando Solares (born December 27, 1848 in Luribay in the La Paz department , † June 17, 1917 in Kenko near El Alto ) was President of Bolivia from October 25, 1899 to August 14, 1904.

After studying medicine for six years, he joined the military after the revolution of December 1870 . After the coup d'état by Hilarión Daza in 1876, he retired into private life, only four years later to rejoin the army in the saltpeter war against Chile and to head a Bolivian artillery regiment until 1884 .

In the 1880s he joined the Liberal Party ( Partido Liberal ), whose leadership he took over in 1894 and retained it until his murder.

The Bolivian Department of Pando today bears the name in honor of José Manuel Pando, as does the province of José Manuel Pando in the Department of La Paz.
