Josef Schwarz (politician, 1910)
Josef "Sepp" Schwarz (born April 6, 1910 in Witkowitz; † March 1, 1985 in Stuttgart ) was a German politician ( GB / BHE , GDP , CDU ).
Life and work
Schwarz attended elementary and community school in his home country. After school, he trained in a china factory. In 1930 he became an employee of the Bund der Deutschen in Czechoslovakia, where he was also the editor of its association magazine. In 1937, Schwarz became deputy chief executive of the Volksbund der Deutschen in Czechoslovakia, before he was drafted into military service in 1940.
After the Second World War , Schwarz had to leave his homeland and came to Baden-Württemberg, where in 1948 he became editor-in-chief of the newspaper Unser Heimat and the weekly newspaper Ost-West-Kurier .
Party and offices
Schwarz was politically active in the All-German Bloc / Bloc of the Displaced and Disenfranchised Party - GB-BHE , for which he moved into the council of the city of Weilheim an der Teck and from 1959 into the district council of the district of Nürtingen .
As early as 1950, Schwarz had moved into the state parliament of Württemberg-Baden for two years for the GB-BHE . In October 1953, Schwarz replaced the MP Adolf Samwer, also for the GB-BHE, in the state parliament of Baden-Württemberg . In the state election in 1956 he was able to defend his mandate there. After the state elections in 1960, in which he again moved into parliament, Prime Minister Kurt Georg Kiesinger brought Schwarz into his cabinet in July 1960 and made him state secretary for displaced persons, refugees and war victims.
From April 16, 1961, Schwarz belonged to the All-German Party (GDP) , in which the GB-BHE was absorbed. On January 20, 1964, Schwarz joined the CDU. His party GDP was no longer represented in the state government, which became a pure CDU-FDP / DVP cabinet. In the state elections on April 26, 1964, however, Schwarz received no more mandate. However, he remained State Secretary for Displaced Persons, Refugees and War Victims in the second cabinet under Prime Minister Kurt Georg Kiesinger. Schwarz held this office, which was assigned to the Ministry of the Interior from 1964, until December 1966. Kiesinger's successor, Hans Filbinger , did not initially appoint a direct successor for Schwarz. It was only after the state elections in 1968 that Filbinger Schwarz reappointed State Secretary for displaced persons, refugees and war victims. Schwarz held this office until the end of the 1972 legislative period. His successor was State Secretary Karl Mocker .
Honors
Schwarz received the constitutional medal in gold in 1966, the home medal of the state of Baden-Württemberg in 1980 and the medal of merit of the state of Baden-Württemberg in 1975 .

Schwarz had been married to Mimi nee Böhm since 1936 and had two daughters and a son.
