KOMM-IN NRW (“ Innovations in municipal integration work - a grant from the State of North Rhine-Westphalia ”) is a funding program in the area of ​​integration for municipalities in North Rhine-Westphalia (NRW). The development of the KOMM-IN funding program has to be seen in connection with the gradual reorientation of integration policy from a more defensive-passive to a demanding-active policy in Germany since 2000. Since then, the integration of people with a migration background has been understood less as a mere social process, but rather as an objective of the political measures of the municipality, the federal states and the federal government. Such measures can include, for example, the Immigration Act , which came into force in 2005 - "Act to control and limit immigration and regulate the residence and integration of Union citizens and foreigners" - z. Integration and language courses , some of which are mandatory, can be seen.

In North Rhine-Westphalia all parliamentary groups agreed on an “integration offensive” in 2001, followed in 2005 by the first German integration ministry “Ministry for Health, Social Affairs, Women, Youth and Integration” at the state level and an “inter-ministerial integration working group” (IMAG Integration). As early as 2004, the MAIS and the municipal community center for administrative management (KGSt) organized a manual entitled “ Integration work - effective. A handbook for municipalities ”. Here was u. a. found that although there were already many offers from various providers in the area of ​​integration at the local level, some of these were insufficiently transparent and coordinated.

This was the place in the Ministry's conception of the KOMM-IN NRW funding program, which came into force in 2005.

Content

Based on this development, KOMM-IN sets very specific priorities in the area of ​​integration work, which municipalities must take into account in their project applications.

  • The first focus is on "transparency" . According to the application description, this means, on the one hand, easier access to information on existing integration offers for new immigrants and immigrants who already live in Germany. On the other hand, the objective of this focus is also aimed at charities and municipalities. As part of projects, these should clarify what needs people with a migration background have and whether these are covered by the existing offers.
  • The second focus is on “networking the offers” . As a rule, this should mean that existing offers - for example language courses or further training offers - should be recorded. Then it should be checked to what extent these offers can interlock and which institutions can coordinate. As an example in the KOMM-IN application itself, offers to support male adolescents are cited: These required "cooperation and intensification between the various actors and institutions such as youth welfare, immigration authorities, integration agencies, family welfare, youth court assistance, etc."
  • Finally, the third focus called for a “strategic coordination of the actors and control of the effectiveness of the offers” . The focus here seems to be primarily on the evaluation and quality assurance of the existing offers.

The application description also gives examples of projects that correspond to these funding priorities. These include, for example, “pilot systems”, “advisory guides”, “integration conferences” or a “communal integration atlas” and the like. a.

Framework

In addition to these priorities, there are other framework conditions. For example, municipalities that have already carried out projects through KOMM-IN in previous years have to present a new project focus. In addition, the key points of the funding concept must be observed:

Cornerstones

  • The funding is limited in time and only projects should be supported that build on existing offers and improve their effectiveness.
  • The projects should be carried out in a goal-oriented manner. This means that at the end of the project there should be an evaluable goal that can be achieved in a specific time, with a specific target group and predetermined resources. For example, promoting “intercultural education in the urban area” would be too general. It would have to be a concrete project in the educational institutions of the respective municipality, which can also be carried out in a predetermined project period.
  • KOMM-IN also obliges the applicant municipality to cooperate with the respective immigration authorities . The municipal migrant representation - i. d. Usually the integration council - is to be informed. In this way, the various offices in the city that are responsible for integration work should be networked in the application.
  • Also migrant organizations (MSOen) should be "partners of the municipality". According to the application description, the intention behind this is to include the target group of the projects in this process.
  • The municipality itself should identify with the goals and the top management should take over political legitimation. In practice, as is pointed out in various places in the application description, the project implementation is often carried out by private consultancy firms.
  • As a pre-designed or integrated component of the projects, the municipalities are to carry out integration training for the top management, such as is carried out by the Bertelsmann or Hertie Foundation , for example .
  • Gender mainstreaming ” must be observed in the projects.

Eligible applicants

Eligible to apply are districts, urban districts, large cities and municipalities.

financing

The municipality entitled to apply must also bear at least 20% of the project costs themselves and provide evidence of their availability. These may also consist of your own personnel costs, but only a maximum of 20% of the project costs may consist of personnel costs.

There were projects in the cities of Aachen , Bochum , Dormagen , Düren , Dorsten , Dortmund and Duisburg .

Although the funding program has been running since 2005, there has not yet been a university evaluation of the successes or failures of the funding program to date. In 2010, the state of North Rhine-Westphalia commissioned an evaluation via an external provider, which has now been published. This examined the effectiveness of the funding program in all districts (15) and cities (59). With regard to the strengths and weaknesses of the program, this evaluation clearly outweighs the strengths. KOMM-IN has a high initial and innovative effect, gives clear guidelines and enables even financially weak municipalities to try out new structures. Points of criticism mentioned here are the short duration of the program, which leads to increased workload and the sometimes drastic reduction in the funds applied for.
