In the early 1920s Dempel joined the NSDAP and joined the party after the party ban was lifted in 1925 ( membership number 1810). In 1925 he founded the Schutzstaffel (SS) and in 1926 the Sturmabteilung (SA) in Württemberg. In the SS he reached the rank of Sturmbannführer in 1937.

He took on public office for the first time in 1931 when he was appointed city ​​councilor of Stuttgart. A year later he was elected to the Württemberg Landtag , to which he belonged until this body was dissolved in autumn 1933. Then Dempel sat from November 1933 until the end of the Nazi regime as a member of the NSDAP for constituency 31 (Württemberg) in the National Socialist Reichstag . From 1933 to 1939 he was also chairman or president of the Württemberg Chamber of Crafts and Deputy Reich Association Leader for plumbers and plumbers. In addition, he worked as a specialist and gau speaker, but was banned from speaking by the party in 1938. During the Second World War he did military service from 1940.

After the end of the war, he was interned by the Allies from May 1945 to April 1948 and was denazified as an incriminated person after a court proceedings .
