Kim Seong-hye , or Kim Song-hye , (* 1965) is a North Korean functionary of the Labor Party of Korea . She currently heads the secretariat of the Committee for the Peaceful Reunification of the Fatherland . She has been a delegate several times at intra-Korean meetings where negotiations with the South Korean side were held. In 2005 she was at the “15. Inter-Korean ministerial meeting ”in Seoul, one of the 33 North Korean delegates, including three women for the first time. After the North Korean crisis in 2013 , she led the North Korean delegation to initiate possible talks at ministerial level. Not much is known about their training. There are only rumors that she graduated from Kim Il-sung University .
