The child and youth report (full title: "Report on the living situation of young people and the services of child and youth welfare in Germany") is a report by an expert commission commissioned by the federal government , which is written by the German federal government per legislative period, similar to the family report of the federal government is issued.

13th Children and Youth Report 2009

The topic of the report is: Report on health-related prevention and health promotion in child and youth welfare . The focus of the Federal Government's 13th Child and Youth Report is on the offers and measures of child and youth welfare in the field of health-related prevention and health promotion. The report focuses in particular on the following fields of work in youth welfare and on their interfaces with other systems:

  • the general offers, such as child day care or youth work ,
  • the fields of practice, especially in the area of ​​educational support, in which existing or threatened health impairments represent an essential characteristic of the problem constellations (e.g. in connection with addiction risk and psychological influences, at the interface with child and adolescent psychiatry) and
  • the fields of integration and work with young people with impending disabilities.

According to Bundestag printed paper 16/12860, it was the first time that “the topics of health promotion and health-related prevention were made the subject of a child and youth report by the federal government” .

14th Children and Youth Report 2013

On January 30, 2013, the Federal Cabinet took note of the 14th Children and Youth Report submitted by the Federal Ministry for Family Affairs and decided to comment on it.

In the report, which bears the title "Child and Youth Welfare in New Responsibility", the life situations of children, teenagers and young adults in Germany are analyzed and suggestions are made for the design of child and youth policy and for the further development of child and youth welfare.

The report was prepared by an independent expert commission from science and practice under the direction of the former employee of the BMFSFJ, Reinhard Wabnitz, Hochschule RheinMain (Wiesbaden). Under the motto "Child and youth welfare with a new responsibility", the commission describes key points of how parents are increasingly being supported by public offers in the promotion, education, upbringing and care of their children.

The report, which was published as Bundestag printed paper 17/12200, is an overall report. It is the fifth report of its kind; The first youth report (1965), the fifth (1980), the eighth (1990) and the eleventh report for children and young people (2001) were also general reports.

15th Children and Youth Report 2017

On February 1, 2017, the Federal Cabinet adopted the opinion on the 15th Report on Children and Young People. An independent expert commission had drawn up the report entitled Between Freiräume, Family, All-Day School and Virtual Worlds - Personality Development and Educational Requirements in Adolescence on behalf of the Federal Government.

While the 14th Child and Youth Report was an overall report, the 15th Child and Youth Report focuses (for the first time ever) on the youth phase, also as a reaction to a tendency to neglect this phase of life in research in favor of childhood. The report focuses on all-day schooling for young people and child and youth work. At the same time as the more than 500-page report, a team from the youth press in Germany also published a "youth brochure" which summarizes key findings in a short and easily understandable form.

The report was drawn up by an independent expert commission from science and practice under the direction of the director of the German Youth Institute, Thomas Rauschenbach.

16. Children and Youth Report 2020

The 16th report on children and young people on the subject of "Promoting democratic education in children and adolescents" was commissioned in October 2018. The results are to be presented in autumn 2020.

Legal basis

In the Social Code (SGB) - Eighth Book (VIII) - Child and Youth Welfare - § 84 Youth Report it says:

  1. The Federal Government submits a report to the German Bundestag and the Bundesrat on the situation of young people and the efforts and achievements of youth welfare in every legislative period. In addition to the inventory and analysis, the reports should contain suggestions for the further development of youth welfare; every third report should give an overview of the overall situation of youth welfare.
  2. The Federal Government commissions a commission with at least seven experts (youth report commission) to prepare the reports. The Federal Government attaches a statement with the conclusions it considers necessary.

Commission

The Federal Ministry for Family, Seniors, Women and Youth commissions an interdisciplinary commission of experts with at least seven experts to prepare the reports for children and young people . On the basis of the current level of knowledge and understanding, the commission is to develop forward-looking and realistic options for action for politics and society, which flow into the political design process.
