Since 1991, following the example of the Frankfurt Book Fair , a topic has been selected under which the book fair starts. In the first few years these were the Indian states of Assam , Orissa , Tripura , Bihar and West Bengal . The first non-Indian topics were Zimbabwe in 1994 and France in 1998 . German-speaking countries have not been the subject of the book fair so far (as of 2018). In contrast, some countries were the subject of the fair for the second time (United Kingdom, France, Bangladesh).
In 2008, the book fair could not take place properly because the Calcutta High Court upheld a lawsuit against the continued use of Maidan Park as a venue two days before the planned opening day. This was the culmination of a dispute that had been simmering for years between environmentalists who opposed the use of one of Kolkata's few green spaces by the trade fair organizers. The organizers then canceled the fair this year. From the following year, the fair was held in a new location, Milan Mela .
