The Zweckverband Kommunale Informationsverarbeitung Baden-Franken (KIVBF) was an IT system house and total solution provider for cities, municipalities and districts. On July 1, 2018, the Baden-Württemberg data center and the KIVBF, KIRU and KDRS data centers merged to form a joint municipal IT service provider called Komm.ONE .

Foundation and type of company

The Zweckverband Kommunale Informationsverarbeitung Baden-Franken emerged on January 1, 2003 from the merger of three previously independent communal data centers : Regional data center Karlsruhe, communal data processing southern Upper Rhine (Freiburg) and communal data center Franconia / Lower Neckar (Heilbronn, Heidelberg). The association area with an area of ​​17,309 km² comprises around 48 percent of the total area of Baden-Württemberg . The Baden-Württemberg market, on which the KIVBF operated, has around 5,350,000 inhabitants. The market share for the leading solutions was over 90 percent in the existing association area. From January 1, 2013, the Zweckverband provided its IT services exclusively to members.

The regional data centers in the southern Upper Rhine / Upper Rhine, Middle Upper Rhine / Northern Black Forest and Franconian / Lower Neckar regions have been running a joint production company called "Kommunales Rechenzentrum Baden-Franken GmbH" (KRBF) since 2001. Since January 1, 2003, the Zweckverband KIVBF was the sole shareholder of KRBF GmbH. This company offers specialist IT solutions for customers who are not members of the Zweckverband Kommunale Informationsverarbeitung Baden-Franken (ZV KIVBF).

In 2013, endica GmbH was founded together with 14 municipal energy supply companies. This supports municipal companies in particular in the fields of electricity, gas and water in the field of IT (data processing, data storage, data transmission to the parties involved) as well as in process and other services.

Locations

The Zweckverband Kommunale Informationsverarbeitung Baden-Franken (KIVBF) had its seat in Karlsruhe . In addition, there were independent companies at the four locations of the data centers in Karlsruhe, Freiburg im Breisgau , Heidelberg and Heilbronn , whose tasks were limited to the function of house and property owner companies. A total of around 643 people were employed at these four locations.

Products

As a total solution provider, the KIVBF has advised and supported its customers from implementation to ongoing application and user support . The Zweckverband optimized the workflow through automation within the solutions, connections to existing KIVBF solutions or to external bodies.

Members

From January 1, 2013, the Zweckverband provided its services exclusively to members. Members of the association were 510 towns and cities. Municipalities, 17 rural districts, 7 urban districts, 5 other corporations d. public Right as well as their affiliated municipal business enterprises, which were 100% owned by members of the association.

The customers were municipalities and other public corporations that were not members of the Zweckverband, as well as municipal commercial enterprises (e.g. waste disposal companies, hospitals, engineering offices). Endica GmbH has been looking after energy supply companies in the IT area since January 1st, 2013.

Bodies

The members shaped the company's strategy by participating in the committees. The advisory boards discussed subject-related technical contributions and submitted these topics and suggestions to the organizational advisory board. This in turn advised the Board of Directors, which together with the strategy committee and the association assembly made the decisions.

Merger July 2018

Following a corresponding amendment to the ADV Cooperation Act in February 2018, the Baden-Württemberg data center and the KIVBF, KIRU and KDRS data centers merged on July 1, 2018 to form a joint municipal IT service provider called ITEOS , a public law institution with legal capacity based in Stuttgart. ITEOS is run by the municipal IT association and the state of Baden-Württemberg.
