The Landhaus Bregenz is the seat of the Vorarlberg state parliament and the Vorarlberg state government in the Vorarlberg state capital Bregenz . The state parliament administration, the offices of the regional councilors and the governor as well as numerous departments of the state administration are located in the building complex on Römerstrasse, as are the meeting rooms of the state parliament and the political groups in the state parliament.

As early as 1930, the then provincial government under Governor Otto Ender acquired significant parts of the property on Bregenz Roman road from private ownership. The price of the land at that time was around 15 euros per square meter. At that time it was already clear that the property acquired could serve as a building plot for a future seat of government. The Vorarlberg State Parliament met - with a brief interruption immediately after the Second World War - until the construction of the new country house in what is now the main building of the Hypo Vorarlberg Bank in Jahnstrasse in downtown Bregenz.

It was not until March 1970 that the state government made the decision to build a new country house. This became necessary because the offices of the Vorarlberg regional administration had meanwhile been rented in twelve different buildings in the entire Bregenz city area due to lack of space, which was not only administratively cumbersome, but also very expensive because of the high rental costs. Subsequently, an architectural competition for the construction of a combined official and state parliament building on the existing property was put out to tender. In October 1973, the jury was still sobering: no first place was awarded, the two architects who came second were recommended to revise their projects. It was not until 1975 that the revised draft of the working group of planning architects under the leadership of Wilhelm Holzbauer in Vienna was finally approved.

The execution of the construction work was awarded to the company of Karl-Werner Rüsch , who shortly afterwards joined the state government without a prior tender . Construction work began in the spring of 1976 as part of soil surveys. By the summer of 1977, the securing of the construction pit , the excavation of the earth and the excavation of the construction pit were completed, so that the actual construction work could begin in the late autumn of 1977. Finally, the first party could be celebrated in August 1979 and the actual move to the new building began in August 1981. The entire construction cost the equivalent of around 33 million euros, the set-up and fees to be paid amounted to around 7 million euros, resulting in total costs of around 40 million euros for the new country house.

In 1991 another extension was built for the departments of behavior control and sport & health. The aging building has been gradually renovated since 2014.

Between 1977 and 1981 the building was constructed according to plans by the Austrian architect Wilhelm Holzbauer . It is a steel and concrete building with a central core, to which two side wings and the state parliament wing were added. The entire building is located on a slope and was therefore staggered in order to keep the height development within limits.

Unlike other country houses in Austria, the Bregenz country house serves in a double function as the seat of the state government and the state parliament. Structurally connected with each other but organizationally separated, there are two main structures, namely the official building, in which the state government and the administrative apparatus have their offices, and the state wing, in which the administration and the meeting rooms of the state parliament are located.

Below the building there are two underground car parks for visitors and employees, an air raid shelter for all employees working in the building and a fully functional command center of the state government, which is designed for around ten people and is equipped with a kitchen, sanitary facilities, telecommunications equipment and its own water and power supply .

Official building

From August 1981 the new country house replaced the parts of the Vorarlberg regional administration, which had previously been distributed over twelve buildings throughout the city of Bregenz. A large part of the administrative departments of the state of Vorarlberg are now housed directly in the Landhaus, only a few parts have been relocated again in the meantime due to lack of space. On the ground floor and the seven upper floors of the official building, around 11,400 square meters of office space are available today, which are divided into more than 300 offices.

In addition to the state parliament hall, the state parliament wing also consists of numerous smaller meeting rooms in which, for example, the non-public committee meetings or discussions of the parliamentary groups can be held. There is also the office space of the Landtag Chancellery and a Landtag buffet. The state's representation hall is the Montfort hall in the state parliament wing, which is particularly richly decorated with a representation of the mountains, glaciers and rivers of Vorarlberg by the artist Hubert Berchtold and the lining with Carrara marble .

The largest meeting room in the country house is the state parliament hall, in which all meetings of the Vorarlberg state parliament are held. In accordance with the political conditions of the 1970s in Vorarlberg, this plenary hall is designed for three parliamentary groups, although these cannot be expanded. This leads to the fact that with currently five parliamentary groups in the state parliament, these occupy the seats across parliamentary groups in all three sectors.

The seating arrangement is set up in a circle around the central lectern, with the rows of seats rising slightly. The highest place in this group is always taken by the President of the State Parliament , who sits directly behind the speaker, his two Vice-Presidents sit on his right-hand side, and on his left, the State Parliament Director and the State Office Director, the only two non-politicians who attend all meetings of the State Parliament may participate. The members of the state government can sit on the government bench in front of the Presidency of the State Parliament. The desks in the Parliament Chamber are made of light wood and marble from Lasa .
