Landscape program
The landscape program is the strategic planning instrument of landscape planning at the level of a German federal state . It regulates and justifies the requirements and measures of nature conservation and landscape management for the respective federal state and presents these in a uniform and comprehensive plan. The plans of the landscape program are usually presented on a scale of 1: 200,000–1: 100,000.
features
The landscape program consists of the programmatic part and the plan part . In the programmatic part, the general goals, principles and tasks are defined as well as the implementation of measures. In the subsequent part of the plan, the extensive specifications mentioned in the previous section are presented in a scale-related differentiation.
The landscape program has the task of giving the nature conservation administration of the state the necessary guidelines for their actions. Furthermore, it is within the landscape planning the foundation in developing the landscape framework plans , and is within the framework of regional planning in preparation of the National Development Plan and the regional plans to be considered.
In some federal states, further functions, for example state-wide species protection programs, are integrated into the landscape program.
Law
The legal basis of the landscape framework program is § 10 BNatSchG - landscape programs and landscape framework plans and the corresponding regulations of the state nature conservation laws . The text of the federal law reads:
(1) The supra-local requirements and measures of nature conservation and landscape management are presented for the area of a country in the landscape program or for parts of the country in landscape framework plans that are drawn up for the entire area of a country. The objectives of spatial planning must be observed; the principles and other requirements of spatial planning must be taken into account.
(2) The spatially significant requirements and measures according to paragraph 1 shall be included in the spatial planning plans after weighing them against the other spatially significant plans and measures in accordance with the regional planning regulations of the federal states.
