The Lebenshilfe Austria is an association dedicated to the interests of people with intellectual disabilities or with learning difficulties (so-called mental retardation ) and their equality in political and social environment used by the compensate for disadvantages. The eight member associations of the federal association founded in 1967 accompany around 11,000 people with disabilities in their living and working areas, often throughout their lives. A total of around 7,000 employees work in 500 Lebenshilfe locations in Austria. They are supported by 900 volunteers, over 500 civil servants and around 200 interns.

The association is a member of the Europe-wide association Inclusion Europe and is represented through it in the association Inclusion International. In the name of these associations, the term inclusion refers to the fact that people with disabilities have the right to live in the midst of society. Associations with the name Lebenshilfe also exist in Germany, see Lebenshilfe Germany , and in South Tyrol .

target

The aim is to enable people with disabilities to lead as independent, self-determined and active a life as possible. They should be able to participate equally in society. To this end, the state must take appropriate precautions: dismantle physical and mental barriers, offer assistance, guarantee rights.

tasks

The association bundles the information from the regional associations, develops the socio-political positions of Lebenshilfe together with them and acts as a representative of the interests of people with intellectual disabilities throughout Austria through the federal office in Vienna.

The tasks of Lebenshilfe Austria are:

  • Social Policy and Law
  • public relation
  • Events
  • Social innovation and knowledge management

Lobbying

Lebenshilfe Austria negotiates with politicians and the state administration about laws, their application and their effects on the lives of people with disabilities. It must take into account that social agendas are largely in the competence of the federal states, and highlight the best solutions found as examples for others. Lebenshilfe Österreich also sees its task in protecting the rights of people with disabilities in international agreements that Austria concludes and advocating that the current state of affairs in Austria is not assessed more positively by the “social bureaucracy” than it actually is is.

This work has received significant impetus from the "UN Disability Convention" (officially: Convention on the Rights of Persons with Disabilities) ratified by Austria on October 26, 2008. The convention defines the right of disabled people to participate in society on an equal basis, demands state aid to compensate for handicaps and opposes segregation, e.g. B. in the school sector. Lebenshilfe Österreich works with the “Monitoring Committee” set up by the Ministry of Social Affairs to monitor the transposition of the Convention into Austrian law.

public relation

In order to gain approval for their demands beyond those who are directly interested, Lebenshilfe Austria informs the public about the situation of people with disabilities.

In this sense, the association is also one of the winners of the “Ohrenschmaus” literary prize , which was initiated in 2007 by Franz-Joseph Huainigg for people with learning difficulties .

Knowledge transfer

Lebenshilfe Österreich offers educational events on relevant topics directly or through its member associations.

Landeshilfe-Landesvereine

Independent regional associations are active in all Austrian federal states except Burgenland. Three of them are older than the federal association. The institutions that emerged as parents' associations were forced to set up workshops and houses for their adult children, as the public sector itself then (as now) did not operate any locations intended for people with intellectual disabilities.

The regional associations are economically independent of each other and of Lebenshilfe Austria. In seven federal states (not in Vienna) there are local or regional subdivisions of the state associations. In rural areas, the Lebenshilfe locations have little competition; At least a dozen providers are now active in the city of Vienna.

This investigation was finally closed in December 2011. According to the Innsbruck public prosecutor's office, there was no criminal behavior.

From the association's headquarters on Brehmstrasse in Vienna-Simmering, Lebenshilfe Wien operates six workshops, twelve shared apartments and two locations throughout Vienna, from which people are accompanied in their own or rented apartments. Another studio network is currently being built and will open in autumn 2020 on the former Mautner-Markhof grounds in Simmering.

Our own advocacy group and family counseling service ensures that the concerns of people with intellectual disabilities and their families are taken into account in politics and society.

financing

The financing partner of the disabled person's assistance and supervisory body is, since this is a matter of state competence without national regulations, the respective state government or the state institution commissioned by it (in Vienna e.g. the Vienna Social Fund ). However, the state government usually does not cover the full cost of looking after mentally disabled people; Partial amounts must be paid from grants to which the disabled are entitled (the remainder of the care allowance or "pocket money" that the disabled person remains in a dormitory to pay for their clothing and leisure needs, and the increased family allowance ) or, if available, from their next of kin.
