Lila Hanitra Ratsifandrihamanana (* 1959 in Madagascar ) is a Malagasy politician and diplomat .

Ratsifandrihamanana was Minister for Scientific Research from 1997 to 1998 and Foreign Minister from 1998 to 2002. She resigned on February 27, 2002 in the midst of the political crisis following the December 2001 presidential election because, according to her spokeswoman, she was "in person for comparing reports" on the poll. She then became ambassador to Senegal in 2002 . In 2007 she became Permanent Representative of the African Union and Permanent Observer of the African Union to the United Nations in New York. From 2009 to 2012 she was Director of the UN Liaison Office of the Food and Agriculture Organization of the United Nations (FAO) in New York.

Life

Lila Hanitra Ratsifandrihamanana is the sixth child of Henri Ratsifandrihamanana (1921–1982), pediatrician and committed political fighter against colonialism , and Clarisse Andriamampandry Ratsifandrihamanana (1926–1987), a respected writer and poet and a member of the Malagasy Academy (Académie) and other national and international literary organizations.

Lila Hanitra Ratsifandrihamanana holds an M.Sc. in Public Administration , Diplomacy and International Relations from Fairleigh Dickinson University , NJ, USA (2010). In addition, she holds a degree in mining engineering with a specialization in geophysics and a master's degree in geology from the St. Petersburg Mining Institute , Russia (1985).

Lila Hanitra Ratsifandrihamanana started her professional career in 1986 as a teacher and researcher at the Higher Pedagogical University of the Université d'Antananarivo , Madagascar. In 1992 she was appointed Senior Teacher for the Education of Science Educators at the École Normale Supérieure in Antananarivo and then became Director of the Center for Studies and Research in Science.

Lila Hanitra Ratsifandrihamanana, who is involved in national political life, was the deputy chairwoman of the AKFM / Fanavaozana party and president of the affiliated women's association “Femmes pour le renouveau”. She was also a member of the Association of Malagasy Ministers and Parliamentarians and participated in a number of elections at national, provincial and municipal levels.

In February 1997 she was appointed Minister for Scientific Research and, at the age of 38, was the first woman to hold this high position. One of her achievements is the launch of the series of national research events and exhibitions called “Hall de la Recherche Nationale (HARENA)”.

In July 1998 she was appointed Minister of Foreign Affairs of the Republic of Madagascar and held this office until February 2002. As Head of Malagasy Diplomacy, Ratsifandrihamanana represented Madagascar at various high-level meetings and conferences of the United Nations, the OAU / African Union, the International Organization of La Francophonie, the Movement of Non-Governmental Organizations, the Group of 77 and Least Developed Countries. She was actively involved in the activities of regional organizations such as IOR-ARC, COMESA and the Indian Ocean Commission (IOC), which she chaired from 2000–2001.

Lila Hanitra Ratsifandrihamanana made a series of official visits to more than fifty countries and initiated international meetings and events in Madagascar. During her official visit to China in May 1999, she launched the idea of ​​a platform for exchange between China and Africa, which later became the China-Africa Cooperation Forum (FOCAC).

From 2002 to 2006 she was Madagascar's ambassador to Senegal, Mali , Burkina Faso , Morocco , Cape Verde , Gambia and the Ivory Coast . In January 2007 she was appointed Ambassador, Permanent Representative and Permanent Observer of the African Union to the United Nations in New York. From October 2009 to September 2012 she was Director of the FAO Liaison Office at the United Nations in New York.

Ratsifandrihamanana is involved in the activities of a number of organizations, including the NGO "TANY VAO - TERRE NOUVELLE-NEW LAND", as the founding president of the association "ACCUEIL MADAGASCAR". She is also a board member of the association "WOMEN, SCIENCES, DEVELOPMENT" and the National Association of Geologists in Madagascar (UNGM).
