Most of Russia's highest mountains are located in the Greater Caucasus , the border mountains between Europe and Asia . The highest mountain in Russia is Elbrus , whose allocation to Europe is controversial. Other of the highest mountains in Russia are on Kamchatka and in the Altai Mountains .
