Longhua ( Chinese 龙华 新区 , Pinyin Lónghuá Xīnqū ) is a "New District " in the southern Chinese city of Shenzhen in Guangdong Province . It was founded on December 30, 2011. It is a so-called “functional” city district, an administrative division of the second degree, ie a “city funding authority”. This means that, unlike the “old” districts of Shenzhen, Longhua has no people 's congress , no consultative conference and, above all, no people's government (人民政府) elected by the people's congress. Instead, its administration is directly determined and appointed by the city of Shenzhen.
