Loro Horta
Loro Horta (* 1977 in Mozambique , full name: Maupe Lorosae da Silva Horta ) is an East Timorese diplomat. He has been East Timor’s Ambassador to Cuba since 2016 .
Career
Loro Horta is the son of the politician and Nobel Peace Prize laureate José Ramos-Horta and the Attorney General Ana Pessoa Pinto and has three siblings. His mother lived in exile in Mozambique during the Indonesian occupation of East Timor (1975-1999), where she studied law and became a judge before returning to liberated East Timor. Loro Horta therefore lived in Africa for 23 years. Loro's grandfather was the political activist Francisco Horta .
He studied at the US Naval Postgraduate School of the United States National Defense University (Master), the People's Liberation Army National Defense University in Beijing , the Central School of the Chinese Ministry of Commerce, the University of Sydney (Bachelor) and the Nanyang Technological University in Singapore (Master of Science). His areas of expertise are Chinese Defense and Security Diplomacy, China's Relations with Developing Countries, especially Lusophone Countries, China and Central Asia, and Politics and Society in East Timor.
Initially, Horta was National UN Project Manager for Security Sector Reform in East Timor, then Senior Adviser for Defense and Security at the Ministry of Foreign Affairs of East Timor and most recently advisor to the United Nations Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), for which he lived for a time in Turkmenistan . He also published articles at Nanyang Technological University. On February 11, 2016, Horta was appointed East Timor’s Ambassador to Cuba.
Horta authored several articles in numerous magazines and newspapers on foreign and security policy. He has also won several prizes for his research on security issues in Asia. He was regularly interviewed by international media.
