Luis Juan Chuquihuara Chil

Luis Juan Chuquihuara Chil (* 10. November 1953 in Lima ) is a Peruvian diplomat in retirement .

Career

Chil joined the foreign service in 1989. From 1981 to 1982 he was head of the Latin America Department in the Foreign Ministry and from 1983 to 1988 Peru's delegate to the Council of Copper Exporting States ( CIPEC) , then from 1983 to 1988 he was Peru's delegate to the Paris Club and from 1983 to 1989 he was Deputy Secretary in Paris . In 1989 he became head of the Department of Economic Policy at the Ministry of Foreign Affairs and worked from 1989 to 1990 as a delegate of Peru to the Economic Commission for Latin America - ECLAC and from 1989 to 1990 as a delegate to the United Nations Industrial Development Organization - UNIDO . From 1990 he was Deputy Director of the Directorate General for Coordination in the Ministry of Foreign Affairs. Then he worked again from 1991 to 1992 as Political Advisor to the Foreign Minister and from 1991 to 1992 as Peru's delegate in the Rio Group . In 1995 he became Deputy Director of the Diplomatic Academy of Peru (until 1996).

From 1996 to 2001 he had exequatur as Consul General of Peru in London . In 2001 he took part in the transfer commission of the government from President Valentín Paniagua to President Alejandro Toledo and subsequently served as Presidential Advisor on International Affairs (until 2002) and from 2002 to 2003 as Deputy Bureau Chief to the President of the Republic; from 2003 to 2004 again as Secretary General of the Presidency of the Republic of Peru.

From 2005 to 2007 he was ambassador to the EU Commission in Brussels and also to Luxembourg . In 2005 he became President of the South American Community of Nations in Brussels and in the same year also President of the Andean Community of Nations in Brussels. In 2006 he was President of the Latin America and Caribbean Grouping in Dialogue with the European Union in Brussels.

From 2007 to 2010 he was ambassador to San Salvador , at the same time to Belize and permanent representative of Peru in the Central American Integration System ( SICA ), subsequently advisor for international affairs to the executive presidency of the National Commission for Development and Life Without Drugs - DEVIDA (until 2010). In 2010 he headed the Advisory Office to the Presidency of Justice and in 2011 the Government Transfer Commission from President Alan García to President Ollanta Humala . Also in 2011 he worked as General Coordinator of the Office of President- Elect Ollanta Humala and from 2011 to 2012 he was again Office Manager of Peruvian President Ollanta Humala.

From 2013 he was appointed ambassador in Bern with accreditation in Liechtenstein (until 2016).

From February 13, 2016 to August 26, 2016 he was permanent representative of Peru to the OAS, Washington, USA.

From August 26, 2016 to June 1, 2018, he had exequatur as Consul General in Chicago .
