The Pfaffenau waste incineration plant is the third and youngest plant with grate firing for incinerating part of Vienna's residual waste. It is part of the Simmering Environmental Center in Vienna and was officially opened in September 2008.

task

In the Pfaffenau waste incineration plant, around 250,000 tonnes of residual waste from the southeastern districts of Vienna will be burned annually and converted into electricity for around 25,000 households and district heating for around 50,000 households.

technology

The waste incineration plant is equipped with an 18,000 cubic meter waste bunker, from which the waste is alternately brought into one of the two feed hoppers by means of two cranes. Around 16 tons of residual waste per line is burned every hour, making a total of 32 tons per hour.

The resulting heat is used to generate steam, which is converted into electrical energy in a steam turbine. This is a back pressure steam turbine. The steam is then cooled down in heat exchangers until it condenses, and the heat generated is fed into the district heating network of the City of Vienna. Depending on the season, the heat is given off at 95 ° C (summer) up to 150 ° C (winter).

After the incineration, a (magnetic) scrap fraction is separated from the slag , which is recycled in iron production. At a full load of 32 t of waste per hour, around 8 t of slag are produced per hour, of which around 800 kg / h is iron scrap. This proportionately high value of metal is due to the addition of bulky waste, which is shredded directly in the bunker.

The flue gases are largely cleaned in a four-stage flue gas cleaning system (an electrostatic precipitator, a two-stage wet scrubber, an activated coke filter and a denitrification system).

Location

The Pfaffenau waste incineration plant is located in Vienna-Simmering in the immediate vicinity of the main sewage treatment plant in Vienna , the Fernwärme Wien - Simmeringer Haide plant and Biogas Wien , which opened in 2007 and with which it was built at the same time and is housed in a shared building complex, between Johann-Petrak -Gasse and the Danube Canal .

building

At the beginning of 2003, the WKU - Wiener Kommunal Umweltprojektges.mbH announced an architecture competition in which 33 architecture firms across Europe took part. Architectural design proposals for the external appearance of the waste incineration plant, the biogas plant and the ancillary buildings were asked for, taking into account the given plant and procedural requirements.

Out of eight shortlisted projects, that of Sne Veselinovic , Herbert Resetarits and Erwin Resetarits was unanimously chosen as the winner.

This was justified, among other things, with the visual connection of the building mass with the surrounding landscape while maintaining the representation desired by the client. Orange was chosen as the dominant exterior color, based on the vehicles and uniforms of the same color used by the garbage disposal.

On April 20, 2006, the foundation stone was laid for the building that is to house the two different systems. The Biogas Wien was completed in 2007 and the Pfaffenau waste incineration plant in autumn 2008.

Waste logistics center Pfaffenau

In the event that the failure of one of Vienna's waste incineration plants produces more waste than can be thermally processed, the Municipal Department (MA) 48 - Waste Management, Street Cleaning and Vehicle Fleet, plans to set up a so-called waste logistics center. Here, the additional garbage is to be crushed, pressed into bales and temporarily stored until there is free capacity in the incineration plants again.

The 45 million euro project is to be started in spring 2011 - after the positive conclusion of the environmental impact assessment in March 2010 - and put into operation from autumn 2012.

politics

The Waste Management Act has prohibited the dumping of untreated household waste since January 1st, 2004. However, the governor is authorized to extend this period to December 31, 2008 at the latest.

In 1998 the Viennese Greens rejected the construction of a third waste incineration plant in Vienna and demanded the construction of a biogas plant in its place, which has meanwhile been realized together with the Pfaffenau waste incineration plant and put into operation in 2007.

The Wiener Freiheitliche criticized the waste incineration plant that was being planned in 2004, arguing that there was neither a discussion in the municipal council on this topic nor a municipal council resolution. In addition, behind the name of the Pfaffenau waste incineration plant, the fact that this plant is located in the so-called vegetable garden of Vienna is hidden. In addition, the fact that the waste incineration plant is to be built and operated by Wiener Kommunal-Umweltprojektgesellschaft mbH (WKU) should prevent an inspection.
