Madeleine Bordallo
Madeleine Z. Bordallo (born May 31, 1933 in Graceville , Minnesota ) is an American politician of the Democratic Party . January 3, 2003 to January 3, 2019 it was the official, but non-voting delegates of "organized unincorporated territory of Guam " (organized unincorporated Territory of Guam ) in the US House of Representatives . In addition to Guam, five other United States territories are represented in the House of Representatives by non-voting delegates. These six delegates can vote in committee meetings, but not when voting in the plenary session of the House of Representatives.
Bordallo had previously been a member of the Legislature of Guam (Liheslaturan Guåhan), then ran unsuccessfully for governor in 1990 and was deputy governor from 1995 to 2002. She was the first woman to represent Guam in the US Congress . In 2018 she lost the inner-party nomination of the Democrats against Michael San Nicolas and thus resigned from Congress in January 2019 .
Her future husband, Ricardo Bordallo , was Governor of Guam from 1975 to 1979 and 1983 to 1987.
