Guam has been a non-incorporated territory of the United States since 1949 . The west Pacific island was first represented in 1973 by a delegate in the United States House of Representatives ; the actual constituency had already been set up in February 1970, but there was no immediate election of a delegate. Delegates from Guam only have voting rights in the committees of the House of Representatives, not in the House of Representatives itself.
