The United States Virgin Islands ( United States Virgin Islands ) are a since 1917 nichtinkorporiertes territory of the United States . The Caribbean archipelago was first represented in 1973 by a delegate in the United States House of Representatives ; the actual constituency had already been set up in February 1970, but there was no immediate election of a delegate. Congress delegates only have voting rights in the committees , but not in the House of Representatives itself.
