Martin Bullinger

Martin Bullinger (born April 5, 1930 in Pforzheim ) is a German lawyer , university professor and media lawyer .

Live and act

Bullinger studied law in Berlin, Cologne and Tübingen. After his doctorate on a public law topic and his habilitation at the University of Heidelberg, he was offered a professorship for constitutional and administrative law at the University of Freiburg in 1963 . In 1995 he retired.

Bullinger's academic work deals primarily with questions of media law , in particular broadcasting law and press law . In the early 1980s he was head of a commission for the preparation of the State Media Act Baden-Württemberg, with which he contributed to the design of the legal framework for the introduction of private broadcasting in Germany. The regulatory concept he developed for new media, which aimed to protect against unilateral influencing of opinion, became a model in the 1990s for the statutory regulation of media services and teleservices in the State Treaty on Media Services of the Länder and in the Teleservices Act of the Federal Government.

The University of Dijon awarded him an honorary doctorate in 1987. Bullinger was awarded the Medal of Merit by the state of Baden-Württemberg for his work on the Baden-Württemberg State Media Act . The University of Freiburg awarded him the University Medal in 1995.
