The master plan Leipziger Vorstadt - Neustädter Hafen (also Hafencity , Hafencity Dresden, Dresdner Hafencity) is a plan presented in 2010 for a possible construction project to design a 50-hectare area between Neustädter Hafen and Großenhainer Straße in Dresden 's Leipziger Vorstadt district .

Blueprint

Leisure activities, apartments and businesses are to be newly created. The existing art and culture scene is to be expanded. The Leipzig train station , on the premises of which Globus SB-Warenhaus Holding is now planning a self-service market as well as other service providers and gastronomic facilities, is being considered as a museum location. Greened cycle paths and sidewalks open up the area from the Elbe and from the surrounding city districts.

Ten and eight storeys are to be built on the Elbe. The state dam administration of Saxony rejected the project because of the flood situation.

Flood hazard

In 2013, when the water level was three quarters of a meter less than in 2002, the flood reached as far as Leipziger Strasse

The Elbe floods in 2002 , 2006 and 2013 flooded part of the area, which is partly in the legally established flood area of ​​the Elbe and is therefore permanently at risk of flooding . In June 2013 the Elbe flood could only be stopped with great effort on Leipziger Straße , in 2002 the flood could not be stopped.

Protests

The Naturschutzbund Sachsen (NABU) considers the master plan to be extremely problematic, as the planning area borders on European protected areas and lies in the floodplain of the Elbe. In addition, it is partly in a priority area for nature and landscape. Members of the Freiraum Elbtal e. V. accused the city administration of accepting the end of the socio-cultural project and promoting the gentrification of the Pieschen district .
